The Department of the Navy, Naval Information Warfare Center Pacific (NIWC Pacific) is officially issuing solicitation N66001-18-R-0119 for Satellite Communication (SATCOM) Capability-Base (CB) In-Service Engineering Activity (ISEA) services to include: Program Management (PM), Technical Sustainment Support (TSS), Sustainment Engineering (SE), Engineering Support (ES), Logistic Support (LS), and Modernization Support (MS) for SATCOM systems. The SATCOM systems to be supported in individual Task Orders (TOs) are listed below (not all inclusive) in order of anticipated performance and priority: Navy Multiband Terminal (NMT) Commercial Broadband Satellite Program (CBSP) Global Broadcast Service (GBS) Super High Frequency (SHF) Naval Senior Leadership Carrier Aircraft (NSLC-A) Wideband SATCOM On The Move (WBSOTM) Commercial Wideband SATCOM Program (CWSP) Mobile User Objective System (MUOS) Ultra High Frequency (UHF) Extremely High Frequency (EHF) Navy EHF Satellite Program (NESP) Wideband SATCOM Systems TV-Direct to Sailor (TV-DTS) Environmental Satellite Receiver Processor (ESRP) Navigation Sensor System Interface (NAVSSI) This solicitation for an Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract. The Government intends to make award to a single offeror. The CLIN structure will include Cost Plus Fixed Fee (CPFF) CLINs for engineering services as well as cost reimbursement type CLINS for Other Direct Costs (ODC) and cost reimbursement CLINs for materials. The proposed contract is expected to have a one-year base period, followed by four additional option years, for a total maximum ordering period of five years for continued mission support. The ODC and material CLINs will be non-fee bearing. NAICS Code is 541330. This requirement will be fulfilled via full an open competition.
