Notice of Intent to Sole Source service plan for Exploris 480 and Vanquish Horizon HPLC.
Background
The Inhalation Toxicology Facilities Branch (ITFB) within CPHEA is supporting the National Research Program Chemical Safety and Sustainability (CSS) Research Action Plan through its expertise in conducting air-liquid interface (ALI) cell exposures to support in vitro screening of inhalable test articles. A priority list of volatile compounds and aerosols was provided by the Office of Pesticide Programs (OPP) and Office of Pollution Prevention and Toxics (OPPT). Numerous Strategic Research Action Plans for Fiscal Years 2023-2026 (StRAP4) involve the development of ALI exposure systems and cell models, transferability and translation of in vitro test systems and assays for the assessment of chemicals via the inhalation route of exposure, and screening new chemicals for acute portal of entry effects resulting from inhalation exposures using an in vitro inhalation NAMs assay battery (CPHEA) (CSS.401.3.1, CSS.401.3.4, CSS.401.4.1, CSS.401.4.2, CSS.401.4.3, and CSS.408.4.5). ITFB aims to accomplish this work through utilizing LC-HRMS/MS quantification of aerosol deposition and cellular uptake to obtain accurate dosimetry for ALI exposures.

Work Details
This procurement is for a service plan to maintain the function of our high resolution, accurate mass (HRAM) hybrid quadrupole-orbitrap mass spectrometer with internal calibration, herein referred as the Exploris 480 w IC and associated ultra high pressure liquid chromatography (HPLC) system from Thermo Electron.

The annual service plan covers the following dates which correspond to when the existing service plan expires: Feb 5, 2024-Feb 4, 2025.

The service plan should meet the following minimum requirements to meet Agency needs:
- Field Service Engineer labor, travel, and parts required for Corrective Maintenance visits with a targeted response time of 3 business days
- Priority status for technical support inquiries with a targeted immediate response time.
- One (1) scheduled annual standard Preventive Maintenance visit (standard PM kit included)
- Access to Unity Lab Services Online Knowledge Base
- Software and firmware updates upon request and in conjunction with a scheduled Preventive Maintenance or Corrective Maintenance visit (updates are defined as changes of the existing software version that are intended to improve its performance)
