IT Infrastructure Operations Support Services (ITIOSS) Bridge Contract   3

The Government hereby submits a notice of intent to award a sole source bridge contract, with a combination of Firm-Fixed-Price and Labor-Hour for an IT Infrastructure Operations Support Services (ITIOSS) contract. This sole source bridge contract will provide: 1) a pilot to consolidate requirements, gain efficiencies through adjusting contract type and duration and; 2) will provide a wide range of IT professional support services supporting a diverse technological environment. The list of service domains includes: end-user services; data center operations; voice, video, and network infrastructure operations; IT service management; infrastructure monitoring and reporting; cybersecurity services; test center operations; development, modernization and enhancements (DM&E); and disaster recovery/continuity of operations planning and testing. Program management is also necessary to oversee all contracted tasks for the service areas. Two areas of specific interest are cloud and mobile computing. In addition to limited task-specific, business-area driven cloud instances, PBGC has recently adopted cloud on an enterprise-wide basis for electronic mail, collaboration, office automation, individual user data storage and shared, unstructured data storage as well as IT service management. Mobile computing initiatives include the expansion of office automation to PBGC's iPhones and the introduction of Surface Pro 4 tablets with enterprise wireless planned in FY18. Cybersecurity is a particularly critical service domain and ITIOSS provides both IT security operations support as well as IT security analysis, ISSO support and audit support. These supporting services are implemented as an integral part of the solution throughout the entire enterprise.

The underlying ITOSS Task Order Number is PBGC01-DO-15-9004. This sole source bridge contract award shall be to SAIC Corporation, a large business. The period of performance for this effort will be a five (5) month base period with two (2) option periods, one at twelve (12) months and the other at six (6) months. The total estimated value including option periods is approximately $45,000,000.00.

This sole source contracting action is pursuing a waiver from awarding a contract on a competitive basis pursuant to FAR 6.1 for the aforementioned requirement based on the application of FAR 6.302-1. This hereby constitutes a synopsis of the options included in this requirement. Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder the mission objective of PBGC. The determination not to compete this proposed contract action is solely within the discretion of the Contracting Officer. Information received will normally be considered for the purposes of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred by responding to this notice.
