IRS Royalty IP database services

Background
The Internal Revenue Service (IRS), specifically the Large Business and International (LB&I) division, is seeking to procure a subscription to a Royalty IP database. This initiative is aimed at enhancing the IRS's ability to audit pricing of taxpayer Intellectual Property (IP) transactions and service arrangements with related entities.

The goal is to provide IRS employees with the necessary data and tools to determine comparable arm's length pricing effectively, which is crucial for evaluating tax-related transactions and proposals.

Work Details
The vendor will provide a comprehensive database of IP and service transactions that includes:
1) Access to all publicly available IP transactions and service agreements from various sources such as company filings and FOIA requests;
2) A historical repository of transactions dating back to 2000 or earlier;
3) Detailed summaries of transaction terms compiled by experienced analysts, including transaction synopsis, effective time period, parties involved, agreement type, industry, geographic territory, exclusivity degree, and royalty rates;
4) Analytical tools for standard transfer pricing analyses;
5) An efficient search engine capable of handling multiple users simultaneously;
6) Unlimited access to database functionality without annual download caps;
7) Timely customer support from knowledgeable analysts within two business days;
8) Training for IRS employees upon request.

Period of Performance
The contract will have a base year period from September 28, 2024, to September 27, 2025, with four optional years extending through September 27, 2029.

Place of Performance
Services will be performed at the IRS offices located in Mays Landing, NJ.
