The Department of Treasury/Internal Revenue Service (IRS) has a requirement for the Office of Chief Counsel (OCC) Platform Modernization via Salesforce CRM Platform and legacy system transfer.

For information purposes, the services required were issued on a sole source basis to Hubzone Small Business Yudrio, Inc. in accordance with FAR 8.405-6(a)(1)(i)(B) Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.

Background
The Department of Treasury/Internal Revenue Service (IRS) has a requirement for the Office of Chief Counsel (OCC) Platform Modernization via Salesforce CRM Platform and legacy system transfer. The IRS Office of Chief Counsel serves as Counsel and legal advisor to the IRS Commissioner on all matters pertaining to the administration and enforcement of the Internal Revenue laws, related statutes, and non-tax legal questions. The OCC has a staff of approximately 2,300 nationwide; of which ~1,600 are attorneys Managing Counsels in 57 offices nationally. OCC has been operating on systems that are over 20 years old. OCC is in the process of modernizing their systems and has already awarded a pilot contract to build a Salesforce Customer Relationship Management (CRM) system as part of that modernization.

Work Details
The proposed acquisition is to acquire services including knowledge transfer to IRS of legacy system operational environment to modernized Tax Litigation System in the Salesforce environment, training and development of IRS Super users in the new Salesforce system, expanding Salesforce Platform Capabilities for OCC Field Offices, defining connection strategies for Legacy OCC systems to new platform, building General Legal Services (GLS) and Criminal Tax MVPs to an operational solution, collaborating and supporting Document Management Solution (DMS) modernization, and supporting efforts to obtain an ATO for both Salesforce CRM and Mulesoft.
