This is a Sources Sought Notice (SSN) for market research purposes only. This SSN is issued solely for information and planning purposes it does not constitute a Request for Proposal (RFQ) or a promise to issue an RFQ in the future. This SSN is being published to identify potential sources capable of providing support services for the Internal Revenue Service (IRS) Enterprise Case Management (ECM) Solution Integration Services (SIS). Responders are advised that the agency will not pay for any information or administrative costs incurred in response to this SSN; all costs associated with responding to this SSN will be solely at the interested party's expense. Not responding to this SSN does not preclude participation in any future RFP, if any is issued. It is the responsibility of the potential offerors to monitor the agency sources for additional information. Background ECM is a business-driven transformation program that addresses the need to modernize, upgrade, and consolidate case management systems with similar functionality that are running in the IRS ecosystem today. Through delivery of ECM, the IRS will introduce an enterprise view of evaluation metrics and improve data quality and access for reporting purposes. ECM has the potential to retire and replace more legacy information technology (IT) systems than any effort in IRS history, simplifying the IT environment with a single case management platform. ECM is more of a business change than an IT change; ECM will fundamentally change how the IRS does its work. In September 2020, the ECM program made its first partial product deployment with Release 1.0 to the Tax-Exempt and Government Entities Division's Exemption Organizations Correspondence Unit and full product deployment in December 2020 with Release 1.1. Subsequently, the ECM program deployed Release 2 to implement the Wage and Investment Division's Grants Management Process. Release 3 released functionality for multiple business organizations. As of April 2022, the program matured to support two Agile Release Trains (ARTs) using the Scaled Agile Framework(SAFe) delivery methodology. Release 4 will deliver Line of Business (LOB) functionality for Grants; Equity, Diversity, and Inclusion; and Exam business processes; and Release 4 will deliver functionality for Privacy, Government Liaison and Disclosure Separating Employee Clearance, and Office of Professional Responsibility. Release 5 will have Return Preparer Office work beginning in July 2022. Objective No decision has yet been made regarding the acquisition strategy or the small business strategy for this requirement. The purpose of this SSN is to identify interested vendors with capabilities to meet the Government requirements at a fair market price. Upon review of the SSN responses, the agency anticipates hosting one-on-one sessions with those responders whom the agency deems capable of meeting the requirements, to exchange questions and answers based on the enclosed draft Performance Work Statement. A subsequent one-on-one session invitation will be issued to those responders. Vendors' SSN responses shall be uploaded to GSA eBuy by May 6, 2022, 3PM ET.
