Combined Synopsis/Solicitation

(i) This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

(ii) This solicitation/synopsis reference number is F2H3A33138A001 and is being issued as a Request for Quote (RFQ).

(iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2023-04, 02 June 2023.

(iv) This solicitation is 100% Set Aside for Small Businesses. The North American Industry Classification System (NAICS) code is 561730 - Landscaping Services with a Small Business Size Standard of $9.5M.

(v) The purpose of this combined synopsis and solicitation is to advertise the requirement to have the offeror remove 124 common ironwoods (C. equisetifolia) at Bellows Air Force Station (BAFS), located in Waimanalo, Hawaii. The removal process includes cutting and removal of the tree, to include stump grinding. See attached Performance Work Statement (Attachment 1) for a detailed description of requirements for the service being acquired.

(vii) Performance period is anticipated to begin on 1 September 2023.

(viii) 52.212-1, Instruction to Offerors Commercial Products and Commercial Services. Please complete the attached Request for Quote (Attachment 2) to include company information and pricing.

(ix) FAR 52.212-2, Evaluation - Commercial Products and Commercial Services. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. The following factors shall be used to evaluate offers in the following relative order of importance:

1. Price.

2. Technical capability of the item offered to meet the Government requirement.

The Government will evaluate the total price of the offer for award purposes. The Government will award a contract to the lowest priced, technically acceptable offer.

Background
Bellows Air Force Station (BAFS) located in Waimanalo, Hawaii is operated by Detachment 2, 18th Force Support Squadron of the 18th Mission Support Group based at Kadena Air Base (AB), Okinawa, Japan. This project will support BAFS complete invasive species management requirements from the 2019 Bellows AFS Integrated Natural Resource Management Plan (INRMP). The project priority is removal of large common ironwood trees (Casuarina equisetifolia) and the resulting wood product. The Sikes Act of 1960 requires that each Department of Defense (DoD) installation create and maintain their own Integrated Natural Resources Management Plan (INRMP), the principal tool for managing military installation natural resources.

Work Details
The project objectives for BAFS are to remove and control invasive plant species, especially ironwood trees that interfere with establishment of groundcover conducive to dune restoration. Stumps must be no greater than 6" in height relative to surrounding ground surface.

The tasks include creating a Draft Work Plan, removal of 124 common ironwood trees at BAFS, ensuring safety zones around work sites, complying with all applicable safety requirements, and addressing potential adverse effects to endangered species and critical habitats.
