Background
The contract aims to provide various services including maintaining the operations of the Geographic Broadcast Controller (GBC) and Location Server (LS) at the Iridium Test Support Center, maintaining service availability of ACCESS, SBD, Certus, and other Iridium services utilized by the government team issuing this contract, developing and refining the Global Data Broadcast (GDB) Service, assisting in the future development of new handheld end user devices that operate the ACCESS system and replace the current Radio Only Charlie (ROC), and assisting in the development and integration of devices utilizing SBD and GDB enabled modems as well as software defined radios. The Contractor is required to evaluate potential netted and/or broadcast communications architectures, recommend a course of action, design, build, effectively test and evaluate system enhancements, support component-level and total system testing, and support the identification, development, enhancement, and implementation of other Iridium-based services, products, and architectures. The Government intends to award this contract to Iridium Government Services LLC.

Work Details
The services to be completed under this contract include maintaining operations of specific equipment at designated locations, ensuring service availability for various Iridium services used by the government team, developing and refining the Global Data Broadcast (GDB) Service, assisting in future development of new handheld end user devices for the ACCESS system, assisting in the development and integration of devices utilizing specific technologies, evaluating potential netted and/or broadcast communications architectures, recommending a course of action for architectural implementations or hybrid implementations of multiple architectures, implementing improvements and enhancements under specified architectures including Key Performance Parameters (KPPs), designing, building, effectively testing and evaluating system enhancements, supporting component-level and total system testing for ongoing system improvements, as well as supporting the identification, development, enhancement and implementation of other Iridium-based services, products, and architectures.
