Description

Notice of Intent to Sole Source. This Notice of Intent is published in accordance with Federal Acquisition Regulation 5.101(a)(1).

The United States Air Force (USAF), 316th Contracting Squadron, intends to award a sole source (Only One Responsible Source) Firm-Fixed Price (FFP) contract to Aircraft Performance Group, LLC for the purchase of software licenses for proprietary electronic takeoff and landing data (eTOLD) iPad application iPreflight Genesis Performance with one base year and one option year.

The proposed service will be utilized by the 99TH AIRLIFT SQUADRON to provide eTOLD services to Joint Base Andrews, MD. The USAF C-37A/B fleet requires an iPad application that will allow offline access to electronic takeoff and landing data (eTOLD) for pilot Electronic Flight Bags (EFBs). The application must allow crews to instantly re-compute data to account for changing environmental conditions (winds, temperature, wet or icy runway, etc.), changes to the aircraft configuration (flap setting, anti-ice operation, inoperative systems, etc.), and changes to the assigned runway, ad hoc runway analysis for alternate airports or revised clearances all without access to the Internet. The application must provide Special Departure Procedures (SDP) which allow aircraft to safely depart airfields with increased takeoff weights as well as emergency return data for those increased weights. Finally, the application must reflect the most current changes in the airplane flight manual (AFM) or T.O. MDS-1. The Aircraft Performance Group, LLC eTOLD software, iPreflight Genesis Performance, is the only application approved for use by the C-37A/B manufacturer, Gulfstream, for use on the C-37A/B in compliance with Federal Aviation Administration (FAA) aircraft airworthiness requirements. Furthermore, this software is the only AMC/A3V approved aircraft performance data for computer or iPad applications for the C-37 Electronic Flight Bags (EFBs). As a result, there are currently no other eTOLD programs or iPad applications that meet C-37 EFB eTOLD software functionality requirements. Award will be made directly to Aircraft Performance Group, LLC IAW FAR 6.302-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements . The North American Industry Classification System (NAICS) Code for this acquisition is 513210, Software Publishers, with a size standard of $41.5M.

This notice is not a request for competitive proposals. All responsible sources may submit a capability statement which shall be considered by the agency before the intended award date. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. The Government shall not reimburse interested sources for any information provided. No requests for capability briefings will be honored as a result of this notice, and any information provided will not be used as part of any subsequent solicitation requirement. If no response is received by 12:00 pm EDT, 16 May 2025, an award will be pursued with the company mentioned above.
