Interskill Learning Mainframe Training

The Defense Information Systems Agency (DISA) is seeking Interskill Learning Mainframe Training to support its Computing Ecosystem's requirement. The training is necessary for 81 civilian employees to achieve 8570 computing environment compliance. Interskill Learning offers a Software as a Service (SaaS) license approach that provides flexible access for unlimited users to achieve IBM Mainframe training badges. This training is unique and no other vendors have been found with a similar catalog of online, self-paced training offerings. The period of performance for this contract is from September 1, 2021, to August 31, 2022. The delivery address and method of payment will be provided upon contract award.

The evaluation process for this request for quotation (RFQ) will be based on the lowest price technically acceptable (LPTA) methodology. Quotations will be evaluated on technical compliance and price submissions. The contractor must provide proof of being an authorized reseller of the OEM quoted and that the items quoted are available on the GSA schedule. Section 508 compliance is applicable, and contractors must confirm their compliance in their quotation. The GSA Federal Supply Schedule (FSS) is also applicable, and all proposed products must be available on an existing GSA FSS pricelist.

The contracting officer has determined that this procurement will be a sole source action to Interskill Learning based on market research conducted in March 2021. Interskill Learning was found to be the only provider that could fully support the government's large-scale training needs with its SaaS license model. The government will continue to conduct market research to determine if there are any changes in the market that would enable future competitive actions.
