Description

This is a Request for Information (RFI) (hereinafter Notice). This is NOT a solicitation for proposals, proposal abstracts, request for bids or quotations, nor a promise to issue a solicitation in the future. This Notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government will not be obligated to pursue any particular acquisition alternative as a result of this notice. Responses to the notice will not be returned. Not responding to this notice does not preclude participation in any future solicitation if one is issued. All costs associated with responding to this Notice are solely at the responding party's expense.

The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Further, the Government may contact the vendor for additional information regarding the information submitted as part of this market research effort. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Government Point of Entry or other similar source (e.g. GSA E-buy).

No proprietary, classified, confidential, or sensitive information should be included in responses to this Notice, unless otherwise appropriately marked by the Respondent. The Government reserves the right to use any non-proprietary technical information received in response to this Notice in any resultant solicitation(s).

Project Title / Short Description: Software Portfolio Management

The purpose of this RFI is for the Government to obtain knowledge and information for project planning purposes only. The Government plans to schedule one-on-one sessions with a few industry respondents with commercial software sourcing and vendor management experience, based on their RFI responses.

Problem Statement

The IRS currently lacks the knowledge, expertise, and market information to establish and manage commercial software license agreements and licensing models that effectively and efficiently support enterprise-wide modernization initiatives and provide cost avoidance.

Technology improvements at the IRS must always be driven by what will improve customer service and enforcement and in a way that secures taxpayer information. The key dependency for many IT initiatives is the modernization of our core IT infrastructure and business processes to get the full value of the data we have.

This Statement of Objectives describes the objectives and outcomes the IRS requires to improve the utility of commercial software license agreements that enable IT modernization initiatives and maximizes cost efficiency.

The purpose of this acquisition is to obtain contractor services to establish and operate a Software Portfolio Management program that transforms how the IRS acquires commercial software, incorporates vendor management best practices, and optimizes cost avoidance.

Background
The Internal Revenue Service (IRS) has issued a Request for Information (RFI) for the purpose of obtaining knowledge and information for project planning purposes. The RFI is not a solicitation for proposals, but rather aims to gather information for project planning. The IRS plans to schedule one-on-one sessions with industry respondents with commercial software sourcing and vendor management experience based on their RFI responses. The purpose of the acquisition is to obtain contractor services to establish and operate a Software Portfolio Management program that transforms how the IRS acquires commercial software, optimizes costs, and incorporates vendor management best practices.

Work Details
The RFI requests information on various aspects including the respondent’s UEI number, organization name, address, point of contact, type of business, socio-economic status, identification of any contract vehicles they may possess or are aware of that would support the possible requirement, vendor’s technical and administrative points of contact, capability statements addressing corporate expertise with commercial software sourcing, vendor management, and cost management as relevant to the Statement of Objectives (SOO) requirements. It also seeks information on whether the respondent is currently providing or has recently provided similar services to any government or commercial entity, objectives, task areas, pricing structures, performance incentives and delivery schedule. Additionally, it asks for information on qualifications/certifications requirements for individuals or for the vendor as a whole who is performing the services, subcontracting possibilities specifically for small or large businesses, additional GFI needed on current software vendors and planned software agreements required to build a responsive proposal, identification of any organizational conflicts of interest (OCI) that would complicate direct participation in drafting acquisition documents, and any other helpful information.
