Intermediate Range Ballistic Missile Target Class   2

This is a pre-solicitation notice for the Missile Defense Agency's (MDA) Intermediate Range Ballistic Missile (IRBM) Target class. The MDA intends to issue a solicitation after November 10, 2009 for All-Up-Round (AUR) IRBMs in accordance with the MDA IRBM specification. This award will encompass the manufacturing of IRBMs, integrated logistics support to include inventory storage and maintenance management, pre and post mission analysis, launch preparation and execution, engineering services, and Ballistic Missile Defense System modeling and simulation support. The award will be for complete up "tip to tail" targets under a cost plus award fee, fixed priced and cost-reimbursement contract. In order to respond to this IRBM Request for Proposal, (HQ0147-10-R-0017), interested respondents will require facility clearances of no less than SECRET. This solicitation is pursuant to the authority of Federal Acquisition Regulation (FAR) 6.102. MDA intends to award this contract in 2010. The base period of performance is anticipated to be from August 2010 through September 2014 (48 months) with an option period from September 2011 through September 2015 (48 months). It will be solicited and awarded in accordance with FAR Part 15 for Full and Open Competition. At this time there are no partial or total set-asides for this acquisition. The Agency intends to award to a single offeror on the basis of best value to the Government, in consideration of both price and non-price factors.
