Interagency Park Pass Digitalization Consulting and Support

The National Park Service (NPS) is seeking a contractor to provide acquisition management, systems architecture, strategic procurement guidance, and technical and administrative support services for the Interagency Pass Modernization project. The Interagency Pass (IAP) program, established in 2007, is managed on behalf of six participating federal agencies and will serve as the project lead. The contractor will be responsible for proposing a solution for an updated IAP System that meets the needs of the participating agencies and the public, as well as developing a procurement package. This will involve studying the current IAP program and operations, identifying agency requirements, and proposing a plan for developing an updated system. The contract has a base period of 16 months with an optional 6-month extension.

The services will primarily be provided at the contractor's location, with meetings conducted remotely via Microsoft Teams or other agreed-to virtual platforms. The contractor will need to develop a plan that includes a definition for a minimum viable product (MVP), the platform and architecture on which it should be built, integration needs with existing agency technology, external systems that can be leveraged, and features to be added through an agile development process.
