Description

This requirement is conducted under FAR Subpart 5.101, requiring dissemination of information for proposed contract actions. This is a notice of intent to sole source an award, and is not a request for competitive quotes/proposals. The statutory authority for this sole source procurement is prescribed by FAR 13.501(a). This is a notice of intent to sole source a requirement to Priority 1 Air Rescue. THIS IS NOT A REQUEST FOR QUOTE OR PROPOSAL. The Government has a need for Priority 1 Air Rescue to obtain training support services for U.S. Air Force MH-139A Helicopter Requirements (AFRC/PIO). The USAF is transitioning from the UH-1N to the MH-139A helicopter which will provide primary mission support for airli of emergency security forces, security and surveillance of o-base nuclear weapons convoys, and distinguished visitor airli. Other essential ancillary operational mission uses include disaster response operations, search and rescue, medical evacuation, airborne cable inspections, support to aircrew survival school, aerial testing, aerial fire-fighting, routine missile site support and transport. The Government is also looking to obtain proven and commercial o the shelf (COTS) AW139 helicopter synthetic and live flight training support services to include Instructor-led AW139 ground school, academics, student manuals and workbooks, Synthetic and Live Flight Mission Training on the following disciplines: AW139/MH-139A Hoist Search and Rescue (Class D Human External Cargo-HEC) AW139/MH-139A Aerial Gunnery AW139/MH-139A Fast Rope Insertion and Extraction (FRIES) AW139/MH-139A Helicopter Rappelling AW139/MH-139A Helicopter External Sling Load Operations (Class B CargoHESLO) AW139/MH-139A Aerial Firefighting AW139/MH-139A Night Vision Imaging System (NVIS) Interested parties must provide rationale as to why they should be considered. All interested firms must respond by Sunday, 15 December 2024, 4:00 PM CST to TSgt Jeremy Clark or Mr. Donald Crawford, 42d Contracting Squadron, 50 LeMay Plaza S, Maxwell Air Force Base, AL 36112, via email at jeremy.clark.8@us.af.mil or donald.crawford.8@us.af.mil. Responses received will be evaluated; however, a determination by the Government not to compete this proposed procurement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The 42d Contracting Squadron will not reimburse for any costs connected with providing the capability information.

Background
The U.S. Air Force is transitioning from the UH-1N to the MH-139A helicopter, which will support various missions including emergency security forces airlift, surveillance of nuclear weapons convoys, and distinguished visitor airlift.

The goal of this contract is to obtain training support services for U.S. Air Force Reserve Command and Air Education and Training Command MH-139A Helicopter Aircrews, specifically for the Special Mission Aviator (SMA) transition training.

Work Details
The contractor is required to provide comprehensive training support services that include:

1) Instructor-led AW139 ground school and academics;
2) Student manuals and workbooks;
3) Synthetic and Live Flight Mission Training on disciplines such as Hoist Search and Rescue (Class D Human External Cargo), Aerial Gunnery, Fast Rope Insertion and Extraction (FRIES), Helicopter Rappelling, Helicopter External Sling Load Operations (Class B Cargo), Aerial Firefighting, and Night Vision Imaging System (NVIS).

The contractor must have proven AW139 experience with established commercially off-the-shelf (COTS) training programs audited/approved by the FAA. They must also provide qualified AW139 mission instructors, synthetic mission trainers including an AW139 Hoist Procedural Tower (HPT) and Virtual Simulation Training Device, as well as live flight training experience on relevant SAR and utility missions. Additionally, the contractor must ensure compliance with all relevant Federal Aviation Regulations.
