SUBJECT: Intent to Sole Source for Overleaf

The National Institute of Standards and Technology (NIST) Gaithersburg, MD intents to sole source for Overleaf Professional Group Account for Enterprise Licenses to Digital Science & Research Solutions, Inc (Large Business). Overleaf has confirmed that they only partner with one reseller - Digital Science & Research Solutions, Inc. There are no third-party providers. No other vendor can provide platform and support required by this acquisition.

Overleaf provides a centralized server for LaTeX editing researchers, and the process of paper compilation occurs on that server.

This procurement is to renew 600 Overleaf Professional Group Account for Enterprise licenses to be used by NIST. Overleaf Professional Group Account for Enterprise licenses provide access to the Overleaf.com web interface, as well as the ability for NIST users of Overleaf to create papers that can be shared with collaborators.

The Period of Performance is for Base plus four (4) Option Years, totaling five years as follows:

Base Year: 8/5/2023 - 8/4/2024

Option Year 1: 8/5/2024 - 8/4/2025

Option Year 2: 8/5/2025 - 8/4/2026

Option Year 3: 8/5/2026 - 8/4/2027

Option Year 4: 8/5/2027 - 8/4/2028

NAICS Code is 519190 All Other Information Services with small business size standard of $30M.

This notice of intent is not a request for proposals or quotes; however, all responsible sources may submit their alternate platform suggestions. Responses must be received within 10 calendar days of publication of this notice. All responses must be submitted to the Government point of contact at the e-mail address shown below. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.
