Intent to Sole Source Abbott Laboratories for Purchase of Piccolo Xpress Blood Chemistry Analyzer

ID: PR84730 • Type: Presolicitation

Description

The Centers for Disease Control and Prevention intends to award a sole source firm fixed price purchase order to procure a Point-of-Care Blood Analyzer for determining serum lipid concentration using measurements of total cholesterol and triglycerides. These measurements are used to adjust persistent organic pollutants (POPs) measurements to a serum lipid concentration basis. The requirement of a Point-of-care device is to detect the expected concentration range/have a dynamic range in human populations that includes 20 mg/dL to 500mg/dL which is expected that 1% of the general population has a triglyceride concentration of less than 40mg/dL.
While it is not expected to see concentrations of triglycerides below 20mg/dL, the Piccolo Xpress Blood Chemistry Analyzer will allow POPs to measure samples at a lower range while providing accuracy, reliability, and reproducibility. The serum lipid concentration calculated from measurements of total cholesterol and triglycerides are used in the OATB to calculate an adjusted POP concentration. The use of a Point-of-Care device instead of a fully automated chemistry analyzer will substantially reduce the per sample cost when relatively small number of results are needed (100s to 1000s).
We propose to contract with Abbott Laboratories located at 100 Abbott Park Rd, Abbott Park , Il 60064. Abbott has been identified as a vendor capable of providing the Piccolo Xpress Blood Analyzer needed.

This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP) and 10 U.S.C. 2304(c)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals.

This notice of intent is not a request for competitive quotations; however, all quotations/responses received within 15 days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any quotation/response should be emailed to contract specialist at urv3@cdc.gov by 3:30pm, May 14, 2024.

Background
The Centers for Disease Control and Prevention (CDC) intends to award a sole source firm fixed price purchase order to procure a Point-of-Care Blood Analyzer for determining serum lipid concentration using measurements of total cholesterol and triglycerides. The requirement of a Point-of-care device is to detect the expected concentration range/have a dynamic range in human populations that includes 20 mg/dL to 500mg/dL which is expected that 1% of the general population has a triglyceride concentration of less than 40mg/dL. The use of a Point-of-Care device instead of a fully automated chemistry analyzer will substantially reduce the per sample cost when relatively small number of results are needed (100s to 1000s). The contract is intended to be awarded to Abbott Laboratories, located at 100 Abbott Park Rd, Abbott Park, IL 60064, as they have been identified as a vendor capable of providing the Piccolo Xpress Blood Analyzer needed.

Work Details
The specific product to be procured is the Piccolo Xpress Blood Chemistry Analyzer by Abbott. This device will help the Persistent Organic Pollutants Laboratory (POPL) analyze total cholesterol and triglyceride concentrations in a dynamic range that includes 20mg/dL to 500mg/dL. The Piccolo Xpress analyzer will allow detection of lower concentrations and provide accurate and precise readings while saving space and money. It also has centrifugal action to mix reagents and sample, reducing procedural errors.
Market research was conducted using multiple search engines and GSA advantage for vendors selling cholesterol point-of-care devices with specific measuring ranges (20mg/dL to 500mg/dL for cholesterol and triglycerides), and it was found that the Piccolo Xpress Blood Chemistry Analyzer by Abaxis fits within program standards.
