Product characteristics an equal item must meet to be considered:

-Must be able to provide materials for collection development in formats that include DVDs and Blu-Rays

-Must be able to provide material of new releases and current best sellers, as well as a back catalog of older material

-Must be able to offer Disney/Pixar movies for selection choices

-Must be able to offer ordering through an online ordering system

-Must provide pre-processing with spine label, marc record of all DVDs and Blu-Rays, and include shipping to U.S. and APO addresses

-Must be able to dedicate customer service representative to resolve all service issues

-Must be able to have up to 63 libraries have individual accounts for selecting and using points for selected DVDs and Blu-Ray and track all points being used

-Must be able to ship to DVDs and Blu-Rays to individual locations
