Background
The US Army Corps of Engineers, Fort Worth District is conducting market research to determine if small business firms are available to support the requirement for a Firm Fixed-Price, Design-Build Construction project to construct a 4,000 square foot, secure administrative Command and Control Facility (CCF) to serve the Intelligence Directorate (J2) of Joint Task Force-North (JTF-N). The purpose of this synopsis is to gain knowledge of interest, capabilities, and qualifications of various members of the small business community to determine if there are two or more capable small businesses that can perform the requirements of the scope of work. The small business community includes Small Business, Section 8(a), Historically Underutilized Business Zones (HUBZone), Service-Disabled Veteran-Owned Small Business (SDVOSB), and Women-Owned Small Business (WOSB).

Work Details
The construction project includes building a 4,000 square foot secure administrative Command and Control Facility (CCF) to serve the Intelligence Directorate (J2) of Joint Task Force-North (JTF-N). The entire facility will be built to Sensitive Compartmented Information Facility (SCIF) standards. Construction tasks include connection to existing backup generator serving the existing JTF-N compound, information systems, fire protection and alarm systems, Intrusion Detection System (IDS) installation, Cybersecurity Measures, and Energy Monitoring Control Systems (EMCS) connection. Redundant mechanical and electrical systems will be provided. Sustainability and energy enhancement measures are included. Support facilities include site development, utilities and connections, lighting, paving, walks, curbs and gutters, storm drainage, information systems, and signage. Heating and air condition will be provided by self-contained system. The facilities will be designed to a minimum life of 40 years according to DoD's Unified Facilities Criteria (UFC 1-200-02) including energy efficiencies, building envelope and integrated building systems performance.
