Questions/Comments Regarding the RFP

Now that you have had time to review the RFP, we would ask that if you have any questions or comments, to please send them in using the CRM format used during the Draft RFP phase as soon as possible. We would like to consolidate all of the questions and concerns and then post out the government's responses including updated documents that are changed based on these questions. In order to limit the number of RFP Amendments, we would ask that you get those in as soon as possible (Wednesday, December 2, 2020 by COB if possible).

Due to the volume of the questions and comments received from Industry, the government is still working through the responses to all of the questions and making the appropriate updates to the documents. As soon as we are able to get the questions answered and verified through our Legal Department, we will post the CRM with all the questions and answers for all potential offerors to see. Shortly after we will issue an amendment to the solicitation attaching the updated documents that have been changed due to the questions and comments.

Answers to the Questions/Comments via CRM Part 2

The government appreciates all of the questions and comments from Industry regarding the ISC 2.0 RFP. We asked that the potential offerors please have their questions and comments submitted by Wednesday December 2. Since that day, we have received many additional questions and comments. At this point, as soon as we have all the questions answered and ready to send to our Legal Department for review, we get another couple batches of questions. This cycle is making it so that we are not able to get the initial batch of questions through Legal review and posted. Therefore, the government would ask that all the potential offerors please hold any additional questions and comments until we are able to post out the initial batch. Many of the new questions coming in are questions that have been asked by other offerors, so they will be answered once everyone gets to see all the questions and all the answers. Thanks for your consideration and patience as we are working through these and we will get them posted as soon as we are able to.

Award Schedule Update

There have been several questions come in regarding our award schedule. As of right now, 21 December 2021 is still the official date. We are constantly re-evaluating schedules, but it can take time as they have to be coordinated with approval authorities. Our intention is to revise and update the schedule (if needed) and release this information with Final Proposal Revision (FPR) requests.

Background
The acquisition is for Systems Engineering and Integration (SE&I) support for both the Minuteman III Weapon System Program Office (SPO) and the Ground Based Strategic Deterrence Weapon SPO.

The Air Force Nuclear Weapons Center (AFNWC) is responsible for overseeing the GBSD acquisition program, which aims to recapitalize the aging Minuteman III ICBM system with modern technologies to ensure operational capability through 2075. This initiative is driven by a validated need for a modern ICBM system to counter evolving threats and to meet a delivery schedule starting in 2028.

Work Details
The contractor will provide comprehensive support across various functional areas including:
- **Acquisition and Program Management Support**: Schedule management, documentation preparation, risk management, and strategic planning.
- **Engineering and Technical Support**: Support for engineering activities, technical reviews, and system effectiveness assessments.
- **Security Support**: Multi-disciplinary security support including IT security, physical security, and administrative security functions.
- **Information Technology/Cybersecurity Support**: Ensuring cybersecurity measures are in place for all IT systems involved in the program.
- **Logistics Planning**: Conducting logistics activities necessary for effective planning and execution of the GBSD program.
- **Financial Management**: Assisting in monitoring obligations and expenditures, preparing financial reports, and ensuring compliance with fiscal laws.
- **Data Deliverables**: The contractor will manage Contract Data Requirements Lists (CDRLs) to ensure timely submission of required documentation such as monthly status reports, training materials, engineering documentation, etc.

Place of Performance
The work will primarily take place at locations designated by the Air Force Nuclear Weapons Center (AFNWC), which may include various military installations involved in the GBSD program.
