Integrated Solid Waste Collection and Disposal Services, Joint Base Pearl Harbor Hickam (JBPHH), Oahu, Hawaii. The work includes, but is not limited to, providing all labor, management, supervision, tools, material, equipment, and other items necessary to perform refuse collection, disposal and metals recycling at various locations on Joint Base Pearl Harbor-Hickam (JBPHH), Hawaii. The contract requirements include furnishing, positioning, servicing, and cleaning multiple containers at multiple container stations (MCS). The Contractor shall obtain all required certification, training and valid licensing to perform the work and shall comply with all the applicable Federal, state, and local laws and regulations. Recurring work includes, but is not limited to, providing solid waste collection (general waste, foreign port origin), solid waste disposal, vehicles and equipment, solid waste containers, and metal recycling services. Non-recurring work may include furnishing of bins, on-call collection and disposal, foreign port origin waste, special requests and recyclable material.

Procurement Method: Contracting by Negotiation. The NAICS Code for this procurement is 562111 and the annual size standard is $47,000,000. The total term of the contract, including all options, will not exceed 60 months. The Government will not synopsize the options when exercised. The minimum guarantee will be the Base Period Recurring work and the maximum value of the contract will be the total value of all the Contract Line Items in the Schedule. This contract will replace a contract for similar services awarded in July 2019 for $568,908.00 (recurring work) and $58,813.00 (nonrecurring work). Information about the current contract and the incumbent contractor (e.g., value of last option exercised, firm name, address, etc.) will be included in the solicitation package. Requests under the Freedom of Information Act are not required for this information.

Based on market research, including a sources sought notice issued on 26 April 2023, there is a reasonable expectation that offers would be obtained from at least two responsible small business concerns. Based on the results, the solicitation will be issued as a small business set-aside. The NAVFAC Hawaii small business office concurs with the set-aside Determination.

Offerors can view and/or download the solicitation, and any attachments, at https://www.sam.gov under contract opportunities when it becomes available. Proposals shall be submitted using the PIEE Solicitation Module. See attached PIEE Vendor Registration Guide. All interested offerors shall register in PIEE. No notice of solicitation activity will be provided to interested offerors.

The proposed contract listed here is 100 percent small business set-aside. The Government will only accept offers from small business concerns.

The solicitation utilizes source selection procedures which require offerors to submit a non-price proposal (Corporate Experience, Safety, Execution and Past Performance), and a price proposal for evaluation by the Government. Proposal receipt date is approximate and will be as shown on the solicitation.
