Attached is the initial set of contractor questions for the ILMS recompete acquisition (Contractor Questions and Answers -- Set 1.xlsx). The attached set of questions includes the Government's responses. The list includes questions that were submitted by companies following the posting of a draft solicitation on SAM.gov in July 2021, as well as questions that were submitted by companies following the virtual pre-solicitation event held in November 2021. The attached set does not include all questions submitted by companies, only those for which the Government is currently able to respond. Some of the questions are still being investigated, with responses to those questions to be provided in subsequent sets of questions/responses to be posted on SAM.gov. Also attached is an Interested Parties List (Interested Parties List.pdf). The companies included in the list are those that agreed to make their company information available to other prospective offerors.

Request for Proposal 19AQMM21R0135, Integrated Logistics Management System (ILMS), is herein issued in draft form. This issuance is for information purposes only.
Executive Summary

The Department of State intends to issue Request for Proposal (RFP) 19AQMM21R0135 for the Integrated Logistics Management System (ILMS), the Department's enterprise supply chain management program. Using a suite of integrated technologies, ILMS supports the requisition, procurement, warehousing, transportation, receipt, and tracking of goods and services, domestically and overseas. Similarly, ILMS supports the processing and management of federal assistance, fleet management, as well as diplomatic pouch and mail (DPM) service. In addition, ILMS provides service management, allowing ILMS users to request Department-wide services, and facilitates the fulfillment of these services. ILMS advances the Department's mission by getting the right resources to the right place at the right time.
This solicitation will result in a single award Indefinite Delivery, Indefinite Quantity (IDIQ) contract as defined in FAR 16.504 for non-commercial items. The Government shall evaluate one proposal from each offeror. The IDIQ Contract may utilize the multiple types of contracts (e.g. Firm Fixed Price, Time and Materials, etc.). The contract will be awarded for a base period of one (1) year with nine (9) one year options, to be exercised at the Government's discretion based upon the needs of the Government and continued successful performance of contractor. The NAICS code and size standard used for the ILMS solicitation is 541511 and the size standard is $30M.
There will be a formal source selection with full and open competition, on a Best Value/Trade-off basis.
Offerors must be able to demonstrate the existence of a current U.S. facility clearance to the TOP SECRET level IAW DoDD 5220.22, National Industrial Security Program Operating Manual. This TOP SECRET level clearance may also apply to affiliates, team members, and subcontractors if they have access to classified information or areas.
Pre-Solicitation Event
The Department intends to post online a virtual pre-solicitation event. The event will be pre-recorded, and available to interested parties. The posting is tentatively scheduled for August 2, 2021. Those interested in viewing the pre-solicitation event are required to submit a request to blackce@state.gov, with a copy to hilldk@state.gov, no later than 1pm Eastern on July 28, 2021.
Industry Questions and Feedback
Questions requesting clarification to the solicitation must be submitted in writing via email only, and addressed to blackce@state.gov, with a copy to hilldk@state.gov. The deadline for submission of questions is July 20, 2021 at 1:00pm Eastern. Questions shall be formatted in accordance with applicable draft solicitation instructions for formatting of offeror questions and shall be submitted as a fully searchable Word document. Questions submitted after the deadline may or may not be answered by the Government. At the Government's discretion, questions and answers will be provided to all potential offerors via the Pre-Solicitation Event.
In addition to questions, the Department welcomes feedback from Industry on the posted Draft RFP package. One specific area in which the Department requests input is related to the RFP identified labor categories (see Attachment 6). If you believe that additional labor categories should be considered by the Government, please identify the labor categories and include a proposed personnel description and listing of experience and qualifications in your response.
Questions and feedback should clearly identify the relevant RFP section reference associated with the item.
