This contract shall serve as a vehicle to provide technical engineering services and Software Development Life Cycle (SDLC) management support of the IBS system. IBS consists of separate Development, Non-production, Production and Fail-Over environments currently hosted in the Centralized Enclave (CE) and is in the process of migrating all environments to a Cloud Native computing platform. The contractor shall coordinate with the Government to ensure all activities synchronized and integrated with other SDDC transportation management efforts. The services provided within the scope of this contract follow Covered Defense Information as defined in Defense Federal Acquisition Regulation Supplement (DFARS) 252.204-7012 Safeguarding Covered Defense Information and Cyber Incident Reporting.

Background
The Integrated Booking System (IBS) is the primary execution system of the Defense Transportation System (DTS) for global shipment of ocean cargo, supporting peacetime, wartime, contingency, and humanitarian operations involving Government personnel.

The Surface Deployment and Distribution Command (SDDC) oversees IBS, which enables electronic procurement of commercial transportation services for Department of Defense (DoD) sponsored cargo.

The IBS suite includes applications that provide automated tools for carrier contract requirements, rate solicitations, vessel schedules, fleet management, shipment documentation, and more.

This contract aims to provide technical engineering services and Software Development Life Cycle (SDLC) management support for the IBS system as it transitions to a Cloud Native computing platform.

Work Details
The contractor will perform various tasks under the following task areas:
1. **Contract Level & Project Management**: Includes project oversight, weekly and monthly status reporting, risk assessment, and coordination with SDDC.
2. **Sustainment & Maintenance**: Involves software sustainment, system documentation, integration support, database administration, training, and help desk support.
3. **Enhancements**: Focuses on methodologies for enhancements and integration of enterprise capabilities.
4. **Cloud Environment**: Tasks include migration to a commercial cloud service provider and establishing development/testing environments.
5. **New Software Development/Advanced Technology Application**: Optional tasks related to new software development initiatives.
6. **Configuration Management**: Involves creating configuration management plans and maintaining source code control.
7. **Information Assurance**: Ensures secure application development and compliance with security requirements.

Period of Performance
The period of performance consists of a transition phase from September 1 to September 30, 2025; a base period from October 1, 2025 to September 30, 2026; followed by four optional periods extending until September 30, 2030.

Place of Performance
On-site work will be conducted at Scott AFB for ten contractor personnel while additional work may be performed off-site or remotely.
