COMBINED SYNOPSIS/SOLICITATION

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 and FAR 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

Instructions to offerors, evaluation criteria, and all applicable FAR Provisions and Clauses are attached.

The solicitation number is 70Z045-25-Q-KODI0068 and is issued as a Request for Quotation (RFQ).

Government Estimate Less than $25,000.00

The solicitation document and incorporated provisions and Construction clauses are those in effect through FAC# 2025-03 Effective Date 1/17/2025

Department of Labor Wage and Determination No 2015-5687, Revision No 24, dated 12/22/2024 is applicable to this requirement.

INSTALLATION AND SET UP FOR A CAMERA SYSTEM USCG BASE KODIAK POOL, GYM AND TEEN CENTER IN ACCORDANCE WITH THE ATTACHED SCOPE OF WORK

Where Federal Acquisition Regulation clause language is inconsistent with FAR 13.004, Legal Effect of Quotations, that language is hereby tailored in accordance with FAR 12.302 to be consistent with a request for quotations. This tailoring includes, but is not limited to the following: In accordance with FAR 13.004, a quotation is not an offer, and any clause provision to the contrary is hereby modified to be consistent with FAR 13.004. Where the word "offer/offeror" or a derivative of that word appears, it is changed to "quote/quoter" or a derivative of that word.

The NAICS code for this requirement is 238210 ELECTRICAL CONTRACTORS AND OTHER WIRING INSTALLATION CONTRACTORS. The applicable small business standard in accordance with NAICS 238210 is $19.0 mil

Background
This solicitation is issued by the U.S. Coast Guard Base Kodiak for the installation and setup of a camera system at the USCG Base Kodiak Pool, Gym, and Child Development Center. The goal of this contract is to enhance security through a comprehensive CCTV system that meets federal compliance requirements. The project aims to provide high-resolution video coverage in various facilities to ensure safety and monitoring capabilities.

Work Details
The contractor will install an updated, high-resolution CCTV system covering all areas of the fitness facility, Teen Center room, and Aquatic Facility. Specific tasks include:
- Providing video coverage of all spaces on the 1st floor and basement, including corners, windows, access doors, basketball court, aerobics room, spin room, racquetball courts, weight room, cardio room, hallways, stairwells, locker rooms (without viewing inside), and internal storage rooms.

- Ensuring visibility of all areas in the aquatic facility including pool surface and floor, access doors to outside and from inside hallway, chemical room doors, pool deck entry points to locker rooms.

- Installing cameras in the Teen Center that can be viewed on a device (iPad) if needed.

- Ensuring CCTV system accessibility both physically and remotely via an application for approved staff members.

- Providing secure hardwired internet connections to meet PCI compliance.

- Delivering step-by-step training for staff members along with a digital guide for using the camera system.

- Supplying all necessary hardware, software, cabling, equipment for operation including separate line items for installation costs and travel expenses.

- Removing and disposing of all existing camera equipment that does not integrate with the new system; no old cameras may be reused.

- Including warranties on all parts and troubleshooting assistance.

- Complying with all relevant federal, state, and local laws regarding environmental regulations.
