Install ANSUL System - FCC Florence   4

The Federal Bureau of Prisons (FBOP) herein issues solicitation 15BFA023B00000008 for the award of a firm-fixed-price construction contract for a project entitled Install Ansul System at the Federal Correctional Complex (FCC) Florence, located in Florence, Colorado.

Federal Bureau of Prisons Florence is a federally owned facility located at 5880 State Highway 67 South, Florence, CO 81226. The project consists of the following:

1. Identify existing fire suppression systems and fire detection alarm systems that are in the food service departments.
2. Furnish and install a fire suppression system that protects ducts, plenums, and commercial cooking appliances in all kitchen hood systems.
3. Identify wet sprinkler system zones that are supplying the kitchen hoods and drain these systems. Remove the existing wet system components that are being replaced by the new fire suppression system.
4. Total hoods, sprinkler heads and Molitron stations at each institution that require removal and replacement with new fire suppression systems are as follows:
   1. Federal Correctional Institution (FCI)
      1. 7 total hoods with a total of 26 sprinkler heads and 5 Molitron stations
   2. United State Penitentiary Administration Maximum (ADX)
      1. 7 total hoods with a total of 23 sprinkler heads and 5 Molitron stations

Pursuant to Federal Acquisition Regulation (FAR) 36.204, the estimated magnitude of the project lies between $250,000 and $500,000. (NOTE: This range is one of eight available ranges from FAR 36.204 and is not meant to imply that the project has necessarily been estimated/budgeted to the maximum of the selected range. It merely conveys that the estimate/budget lies somewhere within that range.)

The North American Industrial Classification System (NAICS) code applicable to this requirement is 238220 (Plumbing, Heating, and Air-Conditioning Contractors) with a corresponding small business size standard of $19 million. The solicitation is set aside exclusively for small business contractors.

Background

Work Details
The selected contractor shall provide all materials, labor, and equipment to complete the Install ANSUL System project at FCC Florence. The work includes tasks such as installation of the ANSUL System, compliance with safety and accident prevention measures, submission of bids, performance and payment bonds, insurance requirements, pre-construction conference, submittals of materials and articles for approval, work hours and conditions at the correctional facility, parking arrangements, safety and accident prevention measures, payment services procedures, request for final inspection process, construction contract security requirements including criminal history checks for contract employees, and data privacy and oversight compliance. The magnitude of this project is between $250,000.00 and $500,000.00.

Period of Performance
The selected contractor shall begin performance within 10 calendar days after receiving award notification and complete it within 194 calendar days.

The construction projects will be performed at FCC Florence located in Florence, Colorado.
