This is a 100% Small Business set-aside solicitation for Engineering Technical Assistance (ETA) services in support of INSCOM. Please see the attached solicitation titled W50NH9250006 for a full description of the requirement to include CLINS, clauses, PWS, and evaluation factors and requied submission instructions.

NOTE: One of the requirements for this solicitation is that the offeror needs to have a Top Secret Facility Level Clearance (FLC) upon submisson of proposal and will not be granted time to obtain a FLC prior to award.

UPDATE TO ORIGINAL POSTING:

The only two changes made to the solicitation is the official issue date of today (01/29/2025), and the proposal due date of 03/03/2025 at 12:00 PM EST. The final version of the RFP has been uploaded as an attachment to this posting.

All questions need to be furnished by close of business 02/03/2025 (Monday). Answers to all questions received will be posted here as an attachment with enough time for interested parties to incorporate the answers into their proposals if applicable.

Background
The U.S. Army Intelligence and Security Command (INSCOM) is issuing this solicitation for Engineering Technical Assistance (ETA) services to support its mission of executing operational intelligence and security forces. INSCOM, headquartered at Fort Belvoir, Virginia, oversees a workforce of 17,500 Soldiers, Department of the Army civilians, and contractors across 180 locations in 45 countries.

The goal of this contract is to provide comprehensive ETA support that enhances readiness and operational capabilities in alignment with the needs of the Army, Joint, Coalition Commands, and the U.S. Intelligence Community.

Work Details
The contractor shall provide all personnel and supervision necessary to perform ETA support as outlined in the Performance Work Statement (PWS). Key tasks include:
1. Program Management: Overseeing all activities performed by contractor personnel to satisfy contract requirements.
2. Senior/Technical Advisement: Providing subject matter expertise and consultation to assist INSCOM in planning and executing capability programs.
3. Test and Evaluation (T&E): Supporting modernization efforts through testing and evaluation processes.
4. Data Visualization: Assisting in data literacy initiatives to enhance operational effectiveness.
5. Program Administration: Managing administrative tasks associated with project execution.
6. Optional Task Areas: Operations Research/Systems Analysis (ORSA) and Data Analysis may be required based on mission needs.
7. Quality Control Plan (QCP): Developing a QCP to ensure services meet performance standards outlined in the PWS.

Period of Performance
The contract will have a base period of performance of 12 months with four optional 12-month extensions.

Place of Performance
The primary place of performance will be at Fort Belvoir, Virginia, with potential travel required to various locations as needed.
