Synopsis: Innovation in Affordable Housing Student Design and Planning Competition 86614624R00003

The contractor shall provide services for the Innovation in Affordable Housing Student Design and Planning Competition for the U.S. Department of Housing and Urban Development (HUD) Housing Surveys, Office of Policy Development and Research (PD&R). The Contractor shall provide PD&R with support in topical knowledge in housing and community development, planning, logistics, and outreach services for the award competition for graduate students.

The contractor shall have extensive knowledge of affordable housing, urban planning, and community planning with professional and academic expertise in planning/design, architecture, building technology, public policy, and economics to provide the logistical support for the planning, managing, and providing outreach services for the events of the competition involving students.

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.603, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested. This solicitation, 86614624R00003, is issued as a Request for Quotations (RFQ) and is conducted as a commercial item procurement using Simplified Procedures for Certain Commercial Products and Commercial Services (FAR Part 13.5).

This acquisition is 100% HUBZone Small Business Set-aside - North American Industry Classification System (NAICS) code 541611 Administrative Management and General Management Consulting Services,
Size Standard $24.5.

FAR 52.232-18 Availability of Funds is applicable to this acquisition.

Work Details
The contractor shall provide comprehensive support for the Innovation in Affordable Housing Student Design and Planning Competition, including:

1. Project Management: Conduct orientation meetings, develop a management plan, and provide monthly progress reports.

2. Marketing and Competition Materials: Update promotional materials and manage outreach efforts.

3. Recruiting Partnering PHAs and Graduate Students: Recruit student teams and engage public housing agencies.

4. Phase I and Juror Selection: Manage the selection process for jurors and finalist teams.

5. PHA/TDHE and Site Visit Management: Organize site visits for finalists.

6. Final Event and Close-out: Coordinate the final awards event, including prize distribution.

7. Final Summary Report: Prepare draft and final reports summarizing competition outcomes.

Period of Performance
The contract will encompass one base year of twelve months from the date of award, followed by four consecutive twelve-month option periods.

Place of Performance
The primary place of performance will be at the Contractor’s facilities.
