Background
The International Narcotics and Law Enforcement Affairs (INL) office at the U.S. Embassy in Kingston is actively supporting the Jamaica Constabulary Force (JCF) in enhancing their intelligence and cybersecurity capabilities. This assistance aims to improve Jamaica's capacity to counter threats from organized crime, cybercrime, and other public safety challenges.

The acquisition of an Open-Source Intelligence (OSINT) Software system is integral to achieving these objectives, providing JCF with advanced tools to gather, analyze, and visualize data from open sources, thereby empowering decision-making and enabling proactive responses to security threats.

Work Details
The vendor shall supply, configure, and support an OSINT platform with the following core functionalities:

1. **Data Collection and Integrations:**
- Support data integration from over 50 sources including social media, news websites, public records, technical databases, and online forums.
- Allow for both passive (non-attributable) and active data gathering with a secure browsing option for high-risk investigations.
- Ability to integrate custom or restricted data sources with capacity to add new sources over time.
- Supports integration with various data sources including deep web and dark web resources.
- Offers both passive and active data reconnaissance tools ensuring privacy and operational security for analysts.

2. **Link Analysis and Visualization:**
- Advanced graphical tools for relationship mapping and pattern recognition across large datasets (up to 1 million data points per analysis session).
- Visualization features enabling intuitive data presentation including clustering, color-coding, annotation, and network graphs.
- Capability for exporting graphical outputs in multiple formats (PDF, PNG) for inclusion in intelligence reports.
