MCC requires infrastructure consulting services in road sector for independent oversight of the implementation of Nepal Compact. This includes transport infrastructure of roadways, pavement and pedestrian facilities as well as environmental and social oversight support. These services include a wide range of technical assistance tasks to support MCC's program objectives during the Compact Implementation. It is important to note that MCC engages in a multidisciplinary approach to program development, and as such, the services required could include cross-cutting tasks related to the integration of key priorities (e.g. climate, gender and inclusion).

The Contractor shall assist in monitoring engineering, environmental, and social components of project implementation to ensure completion of projects in accordance with the objectives, specifications, applicable MCC policy requirements, and CPs of the compact. The Contractor shall advise MCC by conducting periodic in-country and desk reviews to provide assurance that funding should be continued and that projects are on track to meet agreed-upon specifications, schedules, milestones, and budgets related. Additionally, the Contractor shall assist in identifying potential unforeseen impacts of implementation and provide recommendations for resolution.

The services required under this scope do not include Architect-Engineer services as defined in the Brooks Act and do not include certification of designs or construction services as defined in the Federal Acquisition Regulations Part 36 and Part 2. Some terminology used, such as professional engineer and design review, have multiple meanings in the engineering profession. Under no circumstances should those terms be interpreted to include performance of Brooks Act services Section 1102 of 40 U.S.C. Chapter 11.

Background
The Millennium Challenge Corporation (MCC) is a Federal Corporation created under Title VI of the Foreign Operations, Export Financing, and Related Programs Appropriations Act, 2004. It manages and implements the Millennium Challenge Act (MCA), which provides U.S. assistance for economic development aimed at reducing poverty through sustainable economic growth in some of the poorest countries.

The MCC has invested over $17 billion in various sectors including transportation, agriculture, energy, and education. The contract is specifically for oversight of the Road Maintenance Project under the Nepal Compact, which was signed on September 17, 2017, between the Federal Democratic Republic of Nepal and the United States. This Compact includes a grant of $500 million from the U.S. and a counterpart contribution of $130 million from Nepal, aimed at improving road maintenance and transport infrastructure in Nepal.

Work Details
The Contractor shall provide infrastructure consulting services for independent oversight of the implementation of the Nepal Compact. Key tasks include:

- Monitoring engineering, environmental, and social components to ensure project completion aligns with objectives and specifications;
- Conducting periodic in-country and desk reviews to assess project progress;
- Providing recommendations for unforeseen impacts;
- Assisting in technical assistance programs focused on road maintenance;
- Reviewing feasibility studies and designs;
- Advising on procurement strategies;
- Monitoring construction activities for compliance with schedules and specifications;
- Conducting inspections during project turnover;
- Ensuring compliance with environmental and social requirements;
- Supporting capacity building for local agencies involved in road maintenance;
- Drafting technical documents and reports as needed.

Period of Performance
The contract will have a base period of performance of twelve months with three additional one-year option periods, totaling four years or forty-eight months.

Place of Performance
The contractor will perform work primarily in Nepal and at MCC's headquarters located at 1099 Fourteenth Street NW, Suite 700, Washington DC.
