Description

The Department of Treasury/Internal Revenue Service (IRS) has a requirement for architectural design and project management support to assist the Spend Analytics Branch with the capability to sustain its applications, SharePoint sites, and dashboards. For information purposes, the services described shall be in accordance with the Department of Treasury/Internal Revenue Service (IRS) Statement of Objectives entitled, Information Technology Contract Tool Future State. The solicitation RFQ 8532 will be available on 4/2/2025 and will be distributed solely on General Services Administration's (GSA) through Multiple Award Schedule (MAS) 54151S. All future information about this acquisition, including solicitation amendments, will also be distributed solely through www.gsa.ebuy.gov. Interested parties are responsible for monitoring that site to ensure that they have the most up-to-date information about this acquisition. The estimated closing date of RFQ 8500 (GSA eBuy RFQ1751102) will be on 4/22/2025. All responsible sources may submit a quote which will be considered by this agency. The Department of Treasury/Internal Revenue Service (IRS) requires architectural design and project management support for the Spend Analytics Branch to sustain its applications, SharePoint sites, and dashboards.

The IRS's Strategy and Plans (S&P) organization aims to streamline processes and support essential programs, including modernization planning and performance measurement. The Spend Analytics (SA) branch focuses on acquisition operations support, data analytics, and process automation, ensuring efficiency between IT stakeholders while maintaining the security of the tax system.

Work Details
The contractor will provide architectural design and project management support to assist the SA branch with sustaining its applications, SharePoint sites, and dashboards. Key tasks include:
- Advising on data warehouse utilization for IT leadership;
- Developing Microsoft 365 products in the IRS GCC environment;
- Creating customized data analytics, visualization, and reporting;
- Providing technical direction and decision support;
- Transferring knowledge to IRS staff for tool maintenance;
- Rebuilding the ITCT SharePoint application to meet agency objectives by implementing robust controls for procurement processes;
- Establishing data validation rules;
- Enhancing leadership information access while minimizing workforce data calls;
- Automating acquisition data synchronization with the SSM data warehouse;
- Improving analytical tools for procurement portfolio insights;
- Conducting turnover sessions for knowledge transfer during contract transitions;
- Supporting application development using Microsoft Power Platform and SQL Server database technologies;
- Conducting user research to gather application requirements;
- Developing design documentation including architecture diagrams and configurations;
- Identifying defects in the ITCT application post-rebuild.

Period of Performance
The contract will have a base period of twelve (12) months with one optional twelve (12) month extension.

Place of Performance
The work will be performed at Contractor facilities with reasonable access to government sites.
