Background
This Broad Agency Announcement (BAA) seeks revolutionary research ideas for topics not being addressed by ongoing I2O programs or other published solicitations. Potential proposers are highly encouraged to review the current I2O programs and solicitations to avoid proposing efforts that duplicate existing activities or that are responsive to other published I2O solicitations.

Work Details
The Statement of Work (SOW) requires proposers to clearly define the technical tasks/subtasks to be performed, their durations, and dependencies among them. It should include a general description of the objective for each defined task/activity, a detailed description of the approach to be taken, identification of the primary organization responsible for task execution, completion criteria for each task/activity, definition of all deliverables, and identification of any tasks/subtasks that will be accomplished on-campus at a university. The SOW should be developed so that each Phase of the program is separately defined.
The proposal should also include a description of the results, products, transferable technology, expected technology transfer path, detailed technical approach enhancing and completing the Summary of Proposal, comparison with other ongoing research indicating advantages and disadvantages, proposer’s previous accomplishments and work in closely related research areas, security management architecture and/or approach for the proposed effort, description of the facilities that would be used for the proposed effort, detail support enhancing that of Summary of Proposal including formal teaming agreements required to execute this program, and description of milestone, cost, and accomplishments.
