Description

The U.S. Army Corps of Engineers (USACE) Norfolk District is scheduled to host an Industry Day event on February 04, 2025, from 9:30 a.m. to 11:30 a.m., Eastern Standard Time (EST) for construction contractors interested in the Norfolk CSRM Phase 1A Project.

The event will provide an opportunity for Large and Small Business contractors to learn about the upcoming construction project. The one-day event will include presentations encompassing overview briefs of the Norfolk CSRM overall program, Phase 1A Contracts, followed by a live Q&A session. Please submit questions in advance to provide for a productive discussion (see attached for more info). Participants may attend in-person or virtually. The Industry Day will be held at the USACE Norfolk District Building (803 Front Street, Norfolk, VA 23510) on the first floor. Call-in information will be sent to participants prior to the event.

Background
The U.S. Army Corps of Engineers (USACE) Norfolk District is hosting an Industry Day event on February 04, 2025, aimed at construction contractors interested in the Norfolk Coastal Storm Risk Management (CSRM) Phase 1A Project. This initiative is a response to the flood risks identified after Hurricane Sandy in 2012, which prompted Congress to direct USACE to develop strategies for vulnerable coastal populations.

The Norfolk CSRM Study recommends a comprehensive plan that includes structural and nonstructural features to mitigate storm risks, with Phase 1 focusing on the downtown Norfolk area.

Work Details
The scope of work for Phase 1A includes the construction of a floodwall, tide gates, sliding or swinging gate closures, living shoreline features, and pump stations with necessary utility relocations. The project will utilize both Design-Build (DB) and Design-Bid-Build (DBB) methods for infrastructure construction.

The anticipated contracts will be issued through a Single Award Task Order Construction Contract (SATOC), which is expected to have four to six task orders with a shared capacity of approximately $250 million. Specific contracts include a DB contract for the pump station at Harbor Park and a DBB contract for the pump station with tide gate at Newton’s Creek.

Period of Performance
The contract period is anticipated to span five years with an optional six-month extension following the base ordering period.

The construction projects will be performed in Norfolk, Virginia.
