The U.S. Army Corps of Engineers is hosting an Industry Day/Pre-Proposal Conference on Tuesday, 23 January 2024. The conference will be held on the project site to provide information for an upcoming contracting opportunity, as well an opportunity for a Site Visit. The Government is planning on issuing a Total Small Business Set-Aside construction solicitation for the Camp Pendleton Army Reserve Area Maintenance Support Activity (AMSA) and Vehicle Maintenance Shop (VMS). The Project Description is provided under the Project Description section of this announcement.
This is not a Request for Proposal, an Invitation for Bid, or a Request for Quotation. Therefore, this event is not to be construed as a commitment by the Government to enter into a contract, nor will the Government pay for information provided to the Government in a response, nor pay for administrative costs incurred attending the Industry Day event. No reimbursement will be made for any costs associated with travel or providing information in response to this announcement.
EVENT INFORMATION:
Pre-Proposal Conference
Time: 10:00 A.M. - 12:30 P.M. (Pacific Standard Time) - Informational Meeting
The Pre-Proposal Conference informational presentation will be conducted on Tuesday, 23 January 2024 at the following location:
Army Reserve Training Center (ARC), Building 210545, DELMAR Area 21, B Street, Camp Pendleton, CA 92055
After the presentation, an optional site visit of the project area will be conducted.
Registration
All vendors who plan to attend the Industry Day/Pre-Proposal Conference must register no later than Tuesday, 16 January 2023 by submitting the following information to Bonny.C.Dylewski@usace.army.mil with the email subject line Camp Pendleton AMSA & VMS - Industry Day Registration :

- CAGE Code
- First and Last Name of each individual attending from your company
- Email Address
- Whether visitor(s) is/are a Federal ID holder
- If visitor(s) are a non-U.S. citizen (to include country of origin)
In addition to the event registration, vendors must also comply with the installation access instructions provided below.
Installation Access
Please bring a valid driver's license or valid photo ID for each person attending, vehicle registration and proof of insurance in the vehicle to gain access to the facility. Visitors without a valid Common Access Card (CAC) must initiate a request to obtain an installation access pass by completing the attached SECNAV 5512 Form and submitting the form to Mr. Chris Williams at Christoph.W.Williams3.ctr@army.mil NO LATER THAN Tuesday, 9 January 2024. We have also attached the DBIDS Credential Issuance Requirements document for further information about Installation access. For more information, please contact Mr. Williams. Visitors must comply with all on-post rules/regulations regarding vehicle safety, insurance, rental vehicles, and registration.

PROJECT INFORMATION:
Area Maintenance Support Activity (AMSA) & Vehicle Maintenance Shop (VMS)
Construct an AMSA vehicle maintenance facility on Camp Pendleton for the Army Reserves. This project is a Design/Bid/Build project to Construct a 15,000 Square Feet (SF) collocated Area Maintenance Support Activity (AMSA) and Vehicle Maintenance Shop (VMS) on Camp Pendleton, CA. Supporting facilities include land clearing, vehicle wash rack/platform, bi-level equipment loading ramp, fencing, general site improvements and utility connections. Accessibility for the disabled will be provided. Antiterrorism force protection and physical security measures will be incorporated into the design including maximum standoff distances from roads, parking areas and vehicle unloading areas. Sustainability/Energy measures will be provided. Facilities will be designed to a minimum life of 40 years in accordance with DoD's Unified Facilities Criteria (UFC 1-200-02) including energy efficiencies, building envelope and integrated building systems performance. Dispose/Demolish 4 buildings at Camp Pendleton, CA (6,774 Total SF). Air Conditioning (Estimated 25 Tons).
