This is a SPECIAL NOTICE and is for informational/market research purposes only. THIS IS NOT A REQUEST FOR PROPOSAL, QUOTATION, OR BID, NOR A SYNOPSIS OF A PROPOSED CONTRACT ACTION UNDER FAR SUBPART 5.2.

Notice Details: The U.S. Army Corps of Engineers (USACE), Portland District is hosting a one-hour virtual industry event at 1100 hours Pacific Daylight Time (PDT) on 17 April 2025 to provide a project update and to gather industry input as it evaluates project construction risks, industry capabilities, and strategies for the following project in Oregon:

The Department of Veterans Affairs (DVA) Southern Oregon Rehabilitation Center & Clinics (SORCC) New Construction of Buildings 300 and 301, Seismic Upgrade and Renovation of Building 201, and Associated Demolition in White City, Oregon.

Firms who respond to this announcement will be provided further details and a link to the virtual meeting. The Government will provide the presentation slides following the event. It is also requested each firm provide responses to a questionnaire to be launched at the conclusion of the event. Responses will be considered for use in the solicitation development.

Project Site Backgrounds/Scopes: The SORCC facility was originally constructed in 1942 as a WWII training facility, but over the years has transformed into a multi-faceted medical facility with a wide range of services. One of the major factors identified in previous Facility Conditions Assessments is the inadequate seismic force-resistance of many structures on campus in accordance with current standards. The project includes new construction of B300 and B301, the renovation of B201, and associated demolition. The scopes of work will be covered under two (2) separate design-build construction acquisition packages. Package 1 is the primary construction package and captures the execution of significant portions of work in a single construction acquisition. Package 2 is the secondary construction package and captures the execution of the remaining portions of work.

Background
The U.S. Army Corps of Engineers (USACE), Portland District is announcing a design-build solicitation for the construction of new buildings and renovations at the Southern Oregon Rehabilitation Center and Clinics in White City, Oregon.

This project aims to address the inadequate seismic force-resistance of existing structures and enhance the facility's capabilities to serve veterans. The contract encompasses the new construction of Buildings 300 and 301, seismic upgrades and renovations of Building 201, as well as associated demolition work. This initiative is part of a broader effort to improve healthcare delivery for veterans.

Work Details
The scope of work includes:
1. New Construction:
- Building 300 (Administrative Support) with approximately 80,100 gross square feet (BGSF).
- Building 301 (Primary and Specialty Care) with approximately 97,000 BGSF.
- Three new two-story connecting corridors (CC222, CC224 for B300; CC301 for B301) totaling approximately 10,200 BGSF.
- Renovation of existing Building 201A (approximately 1,000 gross square feet) where CC301 connects.
- A new surface parking lot with 188 spaces to serve B301 and existing Building 201A.
2. Demolition:
- Demolition of existing Buildings 222 and 223 along with associated connecting corridors.
3. Site Work:
- Earthwork, site utilities, communication services, stormwater management systems, traffic circulation improvements, landscaping, site furnishings, and temporary facilities.
4. Compliance Requirements:
- All work must adhere to VA Physical Security and Resiliency Design Manual standards and include sustainable design practices aiming for LEED Silver certification.
