This is a combined synopsis/solicitation for commercial items prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. The Government intends to award a firm fixed price (FFP) purchase order using Simplified Acquisition Procedures under the authority of FAR 13.106-1(b). The Government intends to solicit for the conference planning services IAW SOW attached for one Basic Year, and four One-Year Options.

This acquisition is a 100% Small Business Set-Aside under the North American Industry Classification System (NAICS) code 561920 Convention and Trade Show Organizers with an associated small business size standard of $20M. Similar NAICs can be considered.

Questions concerning this solicitation, by interested parties, are due by 4:00 PM, 17 JUNE 2024 EST with the Solicitation name and number in the Subject Line. Please review and provide priced quotes corresponding to the Line Items by noon, 10 JULY 2024 EST and email with attachments and Solicitation name and number in the Subject Line to Natalie.Phillips@ihs.gov.

This solicitation will be reviewed based on Technical Acceptability to the SOW, Relevant Past Performance then lowest price. Evaluations will also include comparison to other offers. Details provided therein.

Background
The Indian Health Service (IHS) is planning a Clinical and Community-Based Conference to assemble and hear from nationally recognized speakers, health care providers, Tribal leaders, and healthcare officials committed to addressing emergent clinical and community health topics in Indian Country. The focus topics will include, but not limited to: opioid prevention, HIV/AIDS prevention, STD prevention, Alzheimer’s preventions and education, tobacco preventions, cancer prevention, and Mental Health First Aid (MHFA) Training.

Work Details
The contractor will be responsible for securing the site and dates for the conference within 30 days of award. The conference will include pre-conference activities on Monday and Tuesday, followed by a three-day conference from Wednesday to Friday. The contractor must provide various facilities and equipment including conference rooms, AV equipment, internet access, podiums with microphones, power packages, screens, projectors, laptops, and other necessary items. Additionally, the contractor must facilitate live broadcasting and recording utilizing Zoom or similar platforms.

Period of Performance
The period of performance for the base year is from 08/01/2024 to 07/31/2025. There are also options for the 2025 and 2026 Annual DCCS Conferences with periods of performance from 08/01/2025 to 07/31/2026.

Place of Performance
The IHS National Clinical and Community-Based Conference will be held in either Minneapolis, MN; Seattle, WA; or Denver, CO with dates negotiated with the Division of Community and Clinical Services.
