The Administration on Disabilities (AoD), Administration for Community Living (ACL) seeks to fund a contract to operate the Independent Living Training & Technical Assistance Center (IL T&TA Center). The IL T&TA Center will provide expertise on independent living services for IL network grantees funded by AoD, ACL, U.S. Department of Health and Human Services (HHS). The IL network includes the Centers for Independent Living (CILs), the Statewide Independent Living Councils (SILCs), and
Designated State Entitles (DSEs).

The proposed acquisition will be Unrestricted. The associated North American Industrial Classification System (NAICS) code for this requirement is 541611.

Background
The Administration on Disabilities (AoD), part of the Administration for Community Living (ACL), is seeking to fund a contract for the operation of the Independent Living Training & Technical Assistance Center (IL T&TA Center).

This center will provide expertise on independent living services to grantees within the Independent Living (IL) network, which includes Centers for Independent Living (CILs), Statewide Independent Living Councils (SILCs), and Designated State Entities (DSEs). The goal is to enhance the capacity of these organizations to support individuals with disabilities in leading independent lives.

Work Details
The contractor will be responsible for:
- Developing a strategic plan with measurable goals to assess IL T&TA effectiveness and improve outcomes for IL grantees.
- Coordinating and partnering with other IL T&TA Centers funded by ACL.
- Providing training and technical assistance in various areas including: information and referral services, independent living skills training, peer counseling, advocacy, facilitating transitions from institutions to community-based residences, and assisting individuals at risk of institutionalization.
- Ensuring compliance with statutory requirements and improving operational performance among IL network grantees.
- Conducting evaluations of the effectiveness of the provided services and reporting findings to ACL.

Period of Performance
Base Period: September 30, 2024, through September 29, 2025; Option Periods extend annually through September 29, 2029.

Place of Performance
Work will primarily be performed at the Contractor's location, with provisions for telework as necessary.
