Description

The Administrative Office of the U.S. Courts (AO) is releasing this request for information (RFI) to solicit information and identify potential vendors that have the capability and experience independently evaluating a proposed large-scale software application design that will be implemented in the cloud, leveraging cloud-native technologies. Specific questions around the vendors capabilities and experience along with response questions the AO would like interested vendors to address can be found in the PDF document attached to this posting. That document also contains draft requirements and objectives the AO is looking for feedback on from interested vendors.

Any information provided in a response to this RFI shall be non-sensitive and non-proprietary information. The AO may share information submitted as part of a response to this RFI with other organizations within the Federal Judiciary (further Federal Judiciary or Judiciary ). The AO is under no obligation to provide feedback to the company, or to contact the company for clarification of any information submitted in response to this RFI. There is no requirement to respond to this RFI.

The purpose of this RFI is to identify potential vendors that can meet our initial requirements and obtain feedback on the draft requirements. The more information your organization can provide in response to the requested areas and questions, the more helpful it will be. General information or information unrelated to what is requested is not helpful and will not be considered. Please submit your response before the time and date posted in this notice, currently 10am ET on April 8, 2025. Late submissions may not be considered.

The total number of pages for your organization's response should not exceed 8 pages. If responding to the requirements in the attached PDF, feedback should cite to the specific section that you are providing feedback on. Responses should be in a format that is viewable in Microsoft Office or in PDF. General marketing responses will not be considered. Responses should be submitted by email to the contacts noted on this notice any time before the notice closes. Do not include proprietary or sensitive information in your responses.

This RFI is issued solely for information and planning purposes - it does not constitute a solicitation or a promise to issue a solicitation in the future. This RFI does not commit the AO to contract for any supply or service whatsoever. The AO is not seeking proposals at this time and will not accept unsolicited proposals. The AO may reach out to vendors that respond to this RFI with further questions or to discuss certain aspects of their responses. Not responding to this RFI does not preclude participation in any future solicitation, if any is issued.

Background
The Administrative Office of the U.S. Courts (AO) is seeking to identify potential vendors capable of independently evaluating a proposed large-scale software application design intended for cloud implementation, utilizing cloud-native technologies.

This Request for Information (RFI) aims to gather insights and feedback on draft requirements and objectives from experienced vendors in the field. The AO emphasizes that this is not a solicitation for proposals but rather a means to collect information that will aid in developing their requirements.

Work Details
The selected vendor will conduct an independent assessment focusing on several critical areas:

1. **Comprehensive Application Review**: An in-depth evaluation of the application architecture and design, including serverless architecture, containerization, database management, security controls, inter-component communication, and monitoring systems.

2. **Serverless Architecture Evaluation**: Assess scalability, security, cost-effectiveness, integration with cloud-native services, performance reliability, and adherence to security best practices.

3. **Containerization and Microservices Architecture**: Review design for scalability and resilience, evaluate orchestration tools, and identify potential security issues.

4. **Database Management**: Evaluate legacy data migration strategies ensuring compliance with regulatory requirements while maintaining data integrity during the process. Review cloud-based database systems for security and scalability.

5. **Security Review Across Components**: Ensure compliance with industry standards and assess overall security posture against known threats.

6. **Inter-Component Communication**: Review communication mechanisms between components ensuring secure API endpoints and reliable communication channels.

7. **Monitoring and Logging**: Evaluate systems designed to track application health, performance, and security.

Place of Performance
The contract work will be performed remotely or at locations specified by the AO as needed.
