N40085-24-R-2533 INDEFINITE DELIVERY/INDEFINITE QUANTITY (IDIQ) CONTRACT FOR HISTORICAL SENSITIVE PROJECTS ARCHITECT AND ENGINEER (A&E) SERVICES IN SUPPORT OF PROJECTS PRIMARILY AT NAVFAC MIDLANT NORTH AREA OF RESPONSIBILITY (AOR) INCLUDING PORTSMOUTH NAVAL SHIPYARD (PNSY) , NAVAL SUBMARINE BASE (NAVSUBASE) NEW LONDON, NAVAL STATION (NAVSTA) NEWPORT, NAVAL WEAPONS STATION EARL, THE PHILADELPHIA NAVY YARD, NSA CRANE, & NAVAL STATION GREAT LAKES.

ALL INFORMATION NEEDED FOR INTERESTED PARTIES TO SUBMIT A STANDARD FORM SF 330, ARCHITECT ENGINEER QUALIFICATIONS IS CONTAINED HEREIN. THERE IS NO SEPARATE REQUEST FOR PROPOSALS (RFP) PACKAGE TO DOWNLOAD.

Background
The Naval Facilities Engineering Systems Command (NAVFAC) Mid-Atlantic is issuing this solicitation for an Indefinite Delivery/Indefinite Quantity (IDIQ) contract focused on Historically Sensitive Projects Architect and Engineer (A&E) Services.

The contract aims to support projects primarily within NAVFAC Mid-Atlantic's North Area of Responsibility (AOR), which includes significant locations such as Portsmouth Naval Shipyard, Naval Submarine Base New London, and Naval Station Newport. The goal of this contract is to provide specialized A&E services that respect and preserve the historical significance of the facilities involved.

Work Details
The tasks and services to be completed under this contract include:
1. Facility Planning & Project Development: This encompasses planning studies, project programming documents (DD Form 1391 development), developing requirements, preparing engineering evaluations, project scope, unit guidance or parametric cost estimating, cost valuation surveying, development of alternatives and economic analysis. Additionally, it involves analysis of proposed sites for foundations, utilities, access constraints, identification of environmental issues, concept and site sketches, recommendations on potential utilities impacts, and sustainable features.

2. Site Investigative Services: This includes geotechnical services for foundation design support, pre-design site assessments, utility location/identification, site access studies, topographic studies including flood zones and wetlands surveys, environmental investigations including soil sampling and groundwater analysis.

3. Facility Analysis Services: General condition assessments including code compliance checks, energy utilization studies, cost valuation surveying, hazardous material surveys (asbestos and lead), seismic studies, and preparation of performance work statements.

4. Design Supporting Services: Development of comprehensive Design-Bid-Build packages and Design-Build Request for Proposal packages; design alterations; value engineering; life cycle costing; maintenance and repair planning; HVAC system design.

5. Construction Services: Contractor submittal reviews; field consultations; obtaining environmental permits; commissioning HVAC systems.

Period of Performance
The period of performance for this contract will span multiple years as it is an IDIQ contract designed to accommodate various projects over time.

Place of Performance
The work will primarily be performed at various locations within the NAVFAC Mid-Atlantic North Area of Responsibility (AOR), including but not limited to Portsmouth Naval Shipyard, Naval Submarine Base New London, Naval Station Newport.
