Modification No. 02 to the Synopsis dated 28 October 2020 is issued as follows:

1. Attachment (3) provides Government responses to questions received for this announcement.

2. Attachment (4) revises the Revised Synopsis issued on 13 November 2020. Revisions are indicated as red text. All other information included in the Revised Synopsis issued on 13 November 2020 that are not indicated as red text remains unchanged. Attachment (4) shall replace all previous versions of the subject Synopsis.

3. The due date of 4 December 2020 at 2:00 p.m. Hawaii Standard Time remains unchanged.
