Indefinite Delivery/Indefinite Quantity Contract for Architect-Engineer Services for Architectural Projects at Various Locations Under the Cognizance of Naval Facilities Engineering Systems Command, Hawaii   2

Background
The Naval Facilities Engineering Systems Command (NAVFAC) Hawaii is issuing this solicitation for an Indefinite Delivery/Indefinite Quantity (IDIQ) contract for multi-discipline Architect-Engineer (A-E) services focused on architectural projects.

The goal of this contract is to provide comprehensive architectural and engineering services primarily within the State of Hawaii, with potential work extending worldwide. This procurement aligns with the mission of NAVFAC to support military construction and facility development.

Work Details
The contract encompasses a wide range of architectural design and engineering services, including but not limited to:
- Execution and delivery of Military Construction (MILCON) project documentation (DD Form 1391).
- Conducting Functional Analysis and Concept Development (FACD) workshops, Concept Design Workshops (CDW), and Design Charrettes.
- Preparation of Design-Build (DB) Request for Proposal (RFP) construction documents.
- Development of Design-Bid-Build (DBB) RFP or Final Design construction documents.
- Performing engineering studies and reports, which include site engineering investigations, topographic surveys, geotechnical investigations, hazardous material surveys, munitions of explosive concern (MEC) surveys, and Cost and Schedule Risk Analysis (CSRA).
- Comprehensive Interior Design (CID).
- Creation of Collateral Equipment (CEQ) Buy Packages.
- Providing Post Construction Award Services (PCAS), which involve technical consultation during construction such as reviewing Design-Build Designer of Record documents, construction submittals, responding to Requests for Information (RFI), conducting site visits, and managing operations and maintenance support information.

Architectural projects may involve new construction or repair/renovation/alteration across various facility types including multi-unit dwelling/lodging complexes, fire stations, fitness centers, dining facilities, auditoriums/theaters, retail stores, child development centers, headquarters buildings, laboratories, aircraft hangars, distribution warehouses, industrial facilities, and armories. Supporting facilities may include utility connections for water, sewers, electrical systems, telecommunications, and cable television.

Period of Performance
The IDIQ contract will be active for a term of five years with an estimated start date in March 2025.

Place of Performance
The primary location for performance will be within the State of Hawaii; however, work may also occur at various locations worldwide.
