Background
The Indiana Ecological Services Field Office is issuing this contract under the Great Lakes Restoration Initiative, which aims to preserve and restore the Great Lakes.

The Areas of Concern program focuses on restoring beneficial uses of Great Lakes resources in areas heavily impacted by human activity. This specific contract involves a management action for the Grand Calumet River Area of Concern in Lake County, Indiana, aimed at augmenting the population of giant floater mussels (Pyganodon grandis) that have recently begun to repopulate the river following restoration projects. The goal is to establish a self-sustaining population that will help mitigate eutrophic conditions in the river.

Work Details
The contractor is required to provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other necessary items to perform propagation services for giant floater freshwater mussels.

The contractor must ensure delivery of a target of 6,000 viable giant floater mussels as part of the restoration efforts. The final number delivered may be adjusted at the discretion of the government due to unforeseen circumstances affecting mussel survival rates. Additionally, the contractor must develop and maintain an effective quality control program to ensure compliance with performance standards outlined in this Performance Work Statement (PWS). Quality assurance will be conducted by the government to evaluate contractor performance based on established standards.

Period of Performance
The period of performance for this contract begins on January 1, 2025, and ends no later than September 30, 2028. The contract will conclude upon receipt of the final set of mussels.

Place of Performance
The services will be performed in relation to the Grand Calumet River Area of Concern in Lake County, Indiana.
