IDIQ Contract for Tree Maintenance for Fort Bliss National Cemetery

Background
The Department of Veteran Affairs, National Cemetery Administration intends to award a firm, fixed-price contract for tree maintenance services at Fort Bliss National Cemetery. The goal of this contract is to ensure the proper maintenance and care of trees within the cemetery to uphold its aesthetic and functional integrity.

Work Details
The contractor shall provide all labor, tools, materials, and equipment necessary for tree maintenance services including tree and stump removal, pruning, trimming, cabling, cavity repair, root pruning, and the removal and disposal of resulting waste and debris on an annual basis. Specific tasks include:
- Trimming 15 palm trees (over 40 feet in height) every other year starting in the base year.
- Pruning a total of 45 medium trees (DBH from 12-24 inches) over the lifespan of the contract with specific yearly targets.
- Pruning 10 large trees (DBH greater than 24 inches) over the lifespan of the contract with specific yearly targets.
- Ensuring that all work complies with Best Management Practices for Tree Pruning and that a Certified Arborist supervises all activities.
- Maintenance will consist solely of removing dead fronds from palm trees without trimming green material.
- All tree removals must be conducted under the guidance of a Certified Arborist with precautions taken to prevent damage to surrounding structures.

Period of Performance
The contract period will consist of a base period from date of contract award through November 30, 2025, with up to four one-year options to extend through November 30, 2029.
