iComplaints (IC) and Entellitrak (ETK) EEO Case Tracking Applications

Background
The Department of Homeland Security (DHS), Office of Procurement Operations, (OPO), on behalf of the Office for Civil Rights and Civil Liberties (CRCL), prepared this Brand Name Justification to procure the Icomplaints (IC) and Entellitrak (ETK) EEO Case Tracking Applications. DHS/OPO intends to award a task order to a SDVOSB (Service Disabled Veteran Owned Small Business) NASA SEWP (Solutions for Enterprise-Wide Procurement) contract holder as an authorized reseller of Tyler Technology products and services to procure Icomplaints (IC) and Entellitrak (ETK) EEO Case Tracking Applications in accordance with 16.505(a)(4), brand name.

Work Details
The contractor shall provide two separate automated, secure and user-friendly applications that can manage and track cases, as well as generate reports in reference to EEO complaints, cases, traveler CR/L complaints, and Alternative Dispute Resolution (ADR) actions. The contractor shall assist CRCL and Requesting Agencies in meeting regulatory reporting requirements, such as the No Fear Act Reports and the EEOC Form 462 Report.

The applications must be able to analyze, track, update, edit check, validate and generate information for required reports such as the EEOC’s Form 462 and the No Fear Act. It must also be able to track all aspects of EEO and Traveler CR/L complaints/cases and ADR processes utilizing unique case identifiers, as well as maintaining a schedule of important processing events related to the case, while applying numerous and varied criteria to specific cases.

Period of Performance
The Independent Government Cost Estimate (IGCE) for this effort is $3,715,000. This includes a 12-month base period and four (4) 12-month option periods.

Place of Performance
This effort will be a re-compete of TSA order 70T01022F5600N001 under DHS IDIQ First Source II. This effort will be competed among resellers of the Tyler Federal Product Suite as a brand name Service-Disabled Veteran Owned Small Business (SDVOSB) set-aside under the NASA SEWP suite of contracts.
