Human Space Flight Technical Integration Contract (HSFTIC)   2

This is Modification 10 to the synopsis entitled Human Space Flight Technical Integration Contract (HSFTIC) 80JSC019R0023, which was posted on August 16, 2019. You are notified that the following Modification 10 is issued to provide additional clarification with respect to Question 53, which was posted on 12/04/19 per Modification 8, and is as follows:

Section B, J-11, L-6, L-7 of the EPM Template Workbook and Cost Estimating Workbook, the IDIQ tab TOPT-SR and Core tab MST should separate the incentive and award fees. Fee should be separated as appropriate throughout all areas of the pricing proposal. In following the instructions in the FBR tab regarding fee column application, the major subcontractors, and the fee pool, NASA does not anticipate proposed fee for a prime and major subcontractor that are sharing in the prime fee pool, since fee rates at the prime level are not included in the fully burden labor rate but rather priced separately at the bottom line. Please see Clause B.5, which states that The labor rates are fully burdened composite team rates (prime and all subcontractors); but exclude prime fee.

This is Modification 9 to the synopsis entitled Human Space Flight Technical Integration Contract (HSFTIC) 80JSC019R0023, which was posted on August 16, 2019. You are notified that the following Modification 9 changes are to include the SF30 - RFP - Amendment 3 attachment.

This is Modification 8 to the synopsis entitled Human Space Flight Technical Integration Contract (HSFTIC) 80JSC019R0023, which was posted on August 16, 2019. You are notified that the following Modification 8 changes are:

1. Additional Request for Proposal (RFP) question and answers are posted to Beta.SAM.gov and to the HSFTIC website.

2. Attachment J-17, Security Requirements, has been updated to state As Required Upon Request from the Contracting Officer.

3. Provide updates to Attachment L-6 EPM Workbook.

4. Provide updates to Attachment L-7 Cost Estimating Workbook.

The RFP due date remains unchanged.

This is Modification 7 to the synopsis entitled Human Space Flight Technical Integration Contract (HSFTIC) 80JSC019R0023, which was posted on August 16, 2019. You are notified that the following Modification 7 changes are:

1. Due to a temporary issue with Beta.SAM.Gov, the Government is requesting all potential offerors to follow RFP Section L.9, Proposal Marking and Delivery, when submitting all Section L Provisions. RFP Section L.9 provides specific delivery instructions and delivery dates.

PLEASE DO NOT SUBMIT ANY PROPOSAL DATA IN BETA.SAM.GOV.

2. Provide Amendment 2 - FRFP-2 to the final Request For Proposal (RFP), released November 1, 2019 which includes:

a. The due date for receipt of proposals has been extended to December 18, 2019.

b. The due date for early submission of Past Performance Volume II has been extended to December 3, 2019.

c Provide a revised SF33

d. Provide a revision to RFP Section L:

Updates to Section L.9 to address Past Performance Volume II and Proposal Delivery

• Updates to Section L.10 to address Availability of Specifications
• Updates to Section L.16.2 to address Proposal Arrangement, Page Limitations, and Due Dates

e. Provide updates to Attachment L-6 EPM Workbook.

f. Provide updates to Attachment L-7 Cost Estimating Workbook.

3. The due date for questions in response to the RFP remains November 22, 2019.

This is Modification 6 to the synopsis entitled Human Space Flight Technical Integration Contract (HSFTIC) 80JSC019R0023, which was posted on August 16, 2019. You are notified that the following Modification 6 changes are:

1. Provide Modification FRFP-1 to the final Request for Proposal (RFP), released November 1, 2019, which includes:

a. MS Word version of the final RFP 80JSC019R0023 HSFTIC RFP with MOD FRFP-1.docx , which contains the Cover Letter and Sections A through M with updates made and incorporated to Section J-1, Section L, and Section M (for each change made reference posted Modification FRFP-1 Change Log.docx

b. Updated Attachment L-6 EPM Workbook MOD FRFP-1.xls and Attachment L-7 Cost Estimating Workbook MOD FRFP-1.xls (for changes made to the attachments reference posted Modification FRFP-1 Change Log.docx ).

2. Provide Modification FRFP-1 Change Log.docx .

3. Provide FRFP Industry Questions and Responses 111919.docx .

4. Due to a temporary issue with controlled documents on Beta.SAM.Gov, the Government is issuing a work around for access to the file HSFTIC Incumbent Rates.pdf. To gain access to this document, please send an email to the HSFTIC account at JSC-HSFTIC@mail.nasa.gov. A copy of the file will be emailed to you. Please note this file still holds to the same Beta.SAM.Gov policies and/or restrictions as a controlled file posted to Beta.SAM.Gov.

This is Modification 5 to the synopsis entitled Human Space Flight Technical Integration Contract (HSFTIC) 80JSC019R0023 which was posted on August 16, 2019. You are notified that the following changes are made:

1. HSFTIC Pre-Proposal Conference charts are posted to beta.sam.gov and to the HSFTIC web address: https://procurement.jsc.nasa.gov/hsftic/.

2. Provide additional documents to the Technical Library.

3. Post the Interest Parties List

The due date for responses is not extended.

This is Modification 4 to the synopsis entitled Human Space Flight Technical Integration Contract (HSFTIC) 80JSC019R0023 which was posted on August 16, 2019. You are notified that the following changes are made:

1. HSFTIC Request for Proposal (RFP) and associated documents have been posted.

The due date for responses is December 11, 2019 at 1:00 p.m. Eastern Time/12:00 p.m. (noon) Central Time.

2. NASA/JSC will hold a Pre-Proposal Conference for the HSFTIC procurement on Tuesday, November 12, 2019, from 8:30 AM CDT to 12:00 PM CDT. To register for the HSFTIC Pre-Proposal Conference, please follow the instructions in the attached Pre-Proposal Conference Information.

Documents related to this procurement will be available over the Internet. These documents will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application. Potential offerors are responsible for downloading their own copy of the solicitation and amendments (if any).
