Weaver Building Alterations Services

PURPOSE

This is a Sources Sought Notice issued solely for information and planning purposes. The purpose of this notice is to obtain market information regarding market capacity and potential set-asides and to receive industry feedback on available processes. This notice does not constitute a Request for Proposal nor does it serve as a presolicitation notice for a future solicitation. The U.S. Department of Housing and Urban Development is not seeking proposals at this time and will not accept unsolicited proposals related to these services. This notice does not commit the Government to procure any supply or service mentioned herein.

BACKGROUND

The U.S. Department of Housing and Urban Development (HUD), Office of Administration (OA), is researching potential contractors to provide design/build building alterations services in the HUD Headquarters Building and leased spaces within the Washington D.C. Area. The purpose of the work is to modernize, consolidate and organize space within the HUD Headquarters Building and reduce its leased space within the Washington D.C. Area.

This work would be accomplished through a potential Indefinite Delivery/Indefinite Quantity Contract and the issuance of individual project Task Orders for building alteration services at its Headquarters building, located at the Robert C. Weaver Building, 451 7th Street SW, Washington, DC 20410 and additional satellite leased spaces in Washington, DC.

INSTRUCTIONS

Interested parties are requested to download the full sources sought information attached hereto and then respond to this notice with the following information:

  1. Full identifying firm information such as name, address, UEI, and contact information for point of contact;
  2. A capability statement that addresses the interested party's ability to provide the required services as described herein;
  3. A short list of the interested party's relevant past performance;
  4. Information confirming the interested party's 8a status (and noting whether the firm is an ANC firm) under the established NAICS code, 236220, with a size standard of $45 million;
  5. Any questions and/or comments that your firm may have regarding the PWS. Please note that these will be addressed in any future solicitations that may be released; the Department will not respond immediately to these questions.

All responses must be received by 12:00pm Eastern Time on December 12, 2023.

Summary

This notice is issued for information purposes only and will not result in a contract award. This is not a Request for Proposal. Interested parties are advised that the Government will not pay for any information or administrative costs incurred in response to this notice. Responding or declining to respond to this notice will not preclude a party from participating in any future Requests for Proposal should the Government decide to issue such a request at a later date. If a Request for Proposal is issued, it will be posted as a separate notice.

Background

Work Details
The Office of Administration is seeking contractor support to manage, plan, design, and construct interior tenant fit-out construction projects and building alterations in the HUD Headquarters Building and HUD leased spaces. Work will involve all architectural and engineering disciplines and trades, to include historical space preservation, associated with interior construction. The nature of the work ranges from complete interior tenant fit-out construction projects to minor alterations.
Project workload can include multiple simultaneous work orders in the $250,000 to $2,000,000 range, along with numerous concurrent small projects in the $100 to $250,000 range.
Project types include architectural and engineering design, renovations of office areas with major revisions to floor layouts, construction of conference rooms with videoconferencing capabilities, minor interior architectural finishes replacements, electrical and data/internet cabling, telephone work related to occupant moves, data and telephone cabling in leased spaces located within a mile radius from the Weaver Building, testing of hazardous materials abatement of asbestos containing products, lead paint, and airborne contaminants.

Period of Performance
The ordering period for the IDIQ PWS shall consist of one base period of 12 months and four 12-month option periods.

Place of Performance
The Place of Performance shall be the HUD headquarters building located at the US Department of Housing and Urban Development at 451 7th St., SW; Washington, DC 20410 and HUD leased tenant space in Washington, DC as required.
