The U.S. Army Corps of Engineers, Walla Walla District, is seeking business sources for a service requirement entitled: "Juvenile Fish Barge Transport Program" for award of a base contract plus two option years. This is scheduled to be issued as a Firm Fixed Price Service Contract, with the possible inclusion of the economic price adjustment FAR clause (52.216-3) for marine fuel used in Government-owned barges. The North American Industry Classification System (NAICS) code for this project is 483211 and the associated small business size standard is 1050 employees.

This sources-sought announcement is a tool to identify businesses with the capability to accomplish the work. This is not a solicitation. Only those firms who respond to this announcement by submitting the following information will be used in determining whether to set aside this requirement.

SUBMISSION REQUIREMENTS FOR RESPONSES TO THIS SOURCES SOUGHT SYNOPSIS:

(1) Your intent to submit a proposal for this project when it is formally advertised.

(2) Name of firm with address, phone and point of contact.

(3) CAGE Code, UEI number or a copy of your System for Award Management (SAM) information.

(4) Provide a statement of your firm's business size (HUBZone, Service-Disabled Veteran Owned, 8(a), small disadvantaged, or woman-owned) with regards to the NAICS code listed above.

(5) Statement of Capability (SOC) stating your skills, experience, knowledge, and equipment required to perform the specified type of work. This should include documentation of past specialized experience and technical competence in similar work, up to three (3) Project examples demonstrating similar work to the following Summary of Scope of Work and/or the attached Performance Work Statement (PWS), within the last ten (10) years.

• For each project submitted, provide a brief narrative statement of the work involved, your firm's role in the project, Contract number if available, the dollar value, and the completion date.
• Provide a brief narrative/description of how the project examples relate to the Summary of Scope of Work and/or attached PWS. Also include whether your firm was the prime contractor or subcontractor, percentage of work performed by your firm and NAICS code associated with project.
• Include a statement detailing any special qualifications and certifications, applicable to the scope of this project, held by your firm and/or in-house personnel. Include descriptive materials and/or records of the vessels that would be utilized for these services.

(6) Please provide a statement on the approximate percentage of work expected to be subcontracted for these services.

(7) Please provide feedback if a base plus four option year contract would be better than a base plus two option year contract. Please note that we are considering the use of the Economic Price Adjustment FAR clause (52.216-3) within the contract. Do you have any feedback on this clause?

(8) Please provide feedback on the attached PWS. Does your firm have any comments or suggestions that you would like to share with the Government? The PWS is subject to change.

Summary of Scope of Work:

Work will be performed in the area between Lower Granite Reservoir (near Lewiston, ID) and on the Columbia River (near Portland, OR). Description of the Requirement: Provide four towboats, each staffed with crews for 24-hour per day operation, to transport Government-owned fish barges from Lower Granite Juvenile Fish Facility to fish release areas below Bonneville Dam. Stops will be made at Little Goose and Lower Monumental dams to load additional fish or to pick up an additional fish barge for transport to the release site. The initiation of barging operations is based on runoff projections. Barging of fish may begin as early as 21-APR during low flow or drought years and as late as 2-MAY during years when runoff is forecasted to be near or above normal or average runoff and could last through 15-AUG but could end as early as 20-JUN depending on fish collection numbers or as coordinated with regional fish managers. Transporting of fish by barge from Snake River dams will therefore begin sometime between 21-APR and 2-MAY, as directed by the Contracting Officer or Contracting Officer's Representative, and last up to mid-August but typically ends earlier on 20-JUN. Transport barges will depart from fish loading facilities daily or on alternate days, depending on fish abundances. In recent years, transport has been daily at the start of the season and transitioned to occurring on alternate days mid-season. Barge transportation will not exceed 76 trips. In addition, one barge trip will take place during the month of April in support of fish research.
