Hottinger Bruel & Kjaer, Reliasoft Master Synthesis Suite Software

This NOTICE OF INTENT is for the procurement of Reliasoft Master Synthesis Suite software license and maintenance from Hottinger Bruel & Kjaer Inc. for U.S. Navy customers. This contract will be in support of the Common Failure Reporting, Analysis, and Corrective Action System (C-FRACAS) program ongoing User Acceptance Testing (UAT) and planned production schedule. This requirement is for the full unlimited Navy license and associated software maintenance to keep the unlimited Navy aspect going for all Navy Programs utilizing C-FRACAS software. This requirement is advertised as SOLE SOURCE.

The Government intends to award a Firm-Fixed Price contract, on a sole source basis, to Hottinger Bruel & Kjaer Inc. (HBK) 19 Bartlett Street Marlborough, MA 01752 for this procurement. The statutory authority permitting other than Full and Open Competition is USC 2304(c)(1), as implemented by FAR 6.302-1 only one responsible source and no other supplies or services will satisfy agency requirements. The procedures of FAR Part 12 and 13.5 will be utilized for this commercial acquisition.

Description: Unlimited License for the following tools for use by Navy Personnel on Navy Computers:

Weibull++ with ALTA, PRO and RGA add-ons, BlockSim with Event Simulation add-on, XFMEA, RCM++, Lambda Predict-All Standards.

Shipping: Not applicable. Electronic delivery of software licensing will be provided directly to the Technical Point of Contact via email.

A draft Statement of Work is hereby provided as Attachment (1).

This notice is not a request for competitive proposals. All responsible interested parties may submit a capability statement by 8:00 AM EST on 19 November 2021 via e-mail to helen.h.choo.civ@us.navy.mil which will be considered solely for the purposes of determining whether to conduct a competitive procurement. No phone calls will be accepted. The Government shall not reimburse interested sources for any information provided nor return any information provided.
