The United States Army Corps of Engineers, Huntsville Engineering and Support Center intends to solicit for proposals in support of the High Performance Computing (HPC) Modernization Program (MP) Technology Insertion (TI) Basic Ordering Agreement (BOA). HPCMP fulfills the supercomputing requirements of DoD scientists and engineers by (1) acquiring the most advanced, leading-edge computational architectures and supporting these systems with complementary specialized expertise; (2) maintaining the Defense Research and Engineering Network which tailors digital networking and security technologies to securely deliver computational capabilities to the distributed DoD RDT&E community; and (3) leveraging code development and improvement efforts across Government, industry, and

academia in order to supply innovative HPC software application codes.

The proposed BOAs will provide ongoing support for HPCMP requirements. The offerors must

demonstrate their status as an American Original Equipment Manufacturers (OEMs) by

providing sufficient examples of large, balanced, commercially-available, production-grade HPC

systems that the offeror successfully manufactured, installed, administered, and maintained

within the United States within the past three (3) years. TI under this proposed procurement will occur primarily at the following four DoD Supercomputing Resource Centers (DSRCs) and will encompass the unique requirements of each center:

U.S. Army Research Laboratory DSRC, Aberdeen Proving Ground, Maryland;

U.S. Army Corps of Engineers, Engineer Research and Development Center DSRC,

Vicksburg, Mississippi;

Air Force Research Laboratory DSRC, Wright-Patterson Air Force Base, Ohio; and

U.S. Navy DSRC, John C. Stennis Space Center, Mississippi.

Each DSRC provides an HPC computational environment with a full range of resources

including hardware, software, networking, data storage, archiving, and visualization. To ensure

the continued efficiency of all DSRCs, the administration and maintenance of supercomputers

are procured via BOA orders annually.

BOA Information. The U.S. Army Corps of Engineers, Huntsville Engineering and Support Center (CEHNC) intends to issue Basic Ordering Agreements (BOAs) and subsequent BOA orders In Accordance With (IAW) Federal Acquisition Regulation (FAR) 16.703 Basic Ordering Agreements and

Defense Federal Acquisition Regulation Supplement (DFARS) 216.703 Basic Ordering

Agreements. The estimated shared value of the BOA will be $369,750,000; and the agreements

will consist of a five (5) year ordering period. IAW FAR 16.703(c)(2) each basic ordering

agreement shall be reviewed annually before the anniversary of its effective date and revised as

necessary to conform to the requirements of the regulation. The funding for this requirement

will be Other Procurement Army (OPA) and Research, Development, Testing, & Evaluation

(RDT&E). The North American Industry Classification System (NAICS) code for this requirement will be

334111 - Electronic Computer Manufacturing with a small business size standard of 1,250

employees. The PSC for this acquisition is 7B20 IT and Telecom - High Performance

Compute (Hardware and Perpetual License Software)

Description of Work. This acquisition will enable each DSRC to continue to provide an HPC computational environment with a full range of resources including hardware, software, networking, data

storage, archiving, and visualization and to ensure the continued effectiveness of the DSRCs,

supercomputers and the administration and maintenance to support the supercomputing hardware

are procured annually. Providing the DSRC with supercomputing hardware, software,

networking, data storage, archiving, and visualization through delivery orders allows for the

Army, Air Force, and Navy to continue their mission of supporting the War Fighter.

Supercomputers allows each DSRC to perform design, architecture, model rendering, and

simulation of equipment and weapon systems.

This solicitation will be issued in electronic format only. Paper copies of the solicitation will not be available. Other methods of requesting a package will not be honored.
