The purpose of this amendment is to incorporate question submissions from industry into the solicitation. Additionally, it includes updates to the Solicitation, PWS, L and M, Clauses, and GFP attachments based on feedback gathered from industry, project team, and site visit.

Air Combat Command (ACC) Acquisition Management Integration Center (AMIC) AAS Division (PKA) is pleased to provide the following Request for Proposal (RFP) for Solicitation FA4890-24-R-0009, High Frequency Global Communication Systems (HFGCS) Puerto Rico Station (PRS) Recompete. ACC AMIC/PKAA intends to award one contract to a qualified vendor as defined in this RFP. The Government released a draft solicitation on 05 April 2024 on SAM.GOV (Notice IDFA489024R0009). The period of performance is anticipated to include one (1) base year, seven (7) option years and a six (6) month extension between 01 September 2024 through 28 February 2033. The award is projected to take place in August 2024. A site visit is to occur on Wednesday and Thursday 1-2 May 2024 at HFGCS-PRS, Highway #2, KM116.5, Aguadilla, PR 00603 for all approved contractors.
Background
The United States Air Force (USAF) Air Combat Command (ACC) HFGCS Puerto Rico Station (PRS) is one of thirteen worldwide radio stations that make up the USAF’s and DoD’s worldwide high-powered, high frequency Command and Control (C2) network. Services provided through voice and data connectivity include C2 mission following, Nuclear Command and Control Communications (NC3) support, Aircraft Advisory broadcasts, Automatic Link Establishment (ALE), and HF Email connectivity. The PRS consists of a transmitter, receiver/control site and antenna farms that are remotely controlled and operated 24 hours a day, 7 days a week by radio operators from two Net Control Stations (NCS) located at Andrews AFB, MD and Grand Forks AFB, ND.
HFGCS was created from the consolidation of Giant Talk, Global Command and Control System, Commando Escort, Navy HF Command, Mission Radio System, Defense Communications System HF Entry, HF Mystic Star and the Information and Telecommunications System of the American Air Forces (SITFAA) missions. HFGCS started rightsizing in 1992 and has continued to add missions by merging with the US Navy HF mission. The HFGCS PRS was operated by the US Navy until September 2005 when the mission and sites were transferred to the Air Force in October 2005 (FY2006). HQ ACC assumed O&M responsibility for the PRS and sites at Isabela and Salinas in October 2007 (FY08).

Work Details
The objective of this contract is to provide operational maintenance support for all System Capable of Planned Expansion (SCOPE) Command equipment, associated communications systems and antennas in accordance with applicable Technical Orders (TO) and commercial manuals. For the purposes of this PWS, operational maintenance includes program management, communications equipment support, facility maintenance and management, and logistics functions.

Period of Performance
The period of performance is anticipated to include one (1) base year, seven (7) option years and a six (6) month extension between 01 September 2024 through 28 February 2033.

Place of Performance
A site visit is to occur on Wednesday and Thursday 1-2 May 2024 at HFGCS-PRS, Highway #2, KM116.5, Aguadilla, PR 00603 for all approved contractors.
