The Integrated Let’s Stop HIV Together Campaign Contract is seeking a contractor to support the Prevention Communication Branch (PCB) in the development, implementation, and dissemination of the Let’s Stop HIV Together (Together) campaign and related communication efforts across the Division of HIV Prevention (DHP). The goal of the campaign is to empower communities, partners, and healthcare providers to reduce HIV stigma and promote HIV testing, prevention, and treatment for priority populations across the U.S. The campaign is an adaptation of earlier campaigns and aims to integrate messaging and strategies across various key audiences outlined in the National HIV/AIDS Strategy (NHAS) and Ending the HIV Epidemic in the U.S. (EHE) initiative. The contract has a period of performance from September 7, 2024, to September 6, 2029, with a base period and four option periods.

The work to be acquired includes content development, social media management, paid media implementation, technical assistance for partner activities, event planning, management of individual influencers, community engagement approaches, innovation strategies, and monitoring and reporting of all these efforts. The contract will support PCB in reaching consumer audiences (60% effort), health care provider audiences (20% effort), and partner audiences (20% effort). The contractor will also provide support for the Together: TakeMeHome project, which involves the distribution of HIV self-tests. Additionally, there are three optional tasks that may be included if additional funding becomes available: expanding the HIV self-testing project beyond the base level project, developing and implementing a larger scale PrEP campaign, and a demonstration project associated with EHE.

The place of performance/delivery for this contract is nationwide as it aims to reach priority populations across the U.S. The contractor will work closely with PCB to develop strategic plans for each year of the contract, including project planning and management, budget reporting, content development plans, social media strategies, media buying plans, individual influencer plans, events dissemination plans, community engagement plans, dissemination technical assistance and partner support plans, data collection and metrics monitoring and reporting plans. The contractor will also have the opportunity to propose an Innovation Hub and a plan for scaling up the HIV self-testing project if additional funds become available.
