The National Institute of Environmental Health Sciences (NIEHS) is seeking pathology support services for its research programs. The purpose of this contract is to provide a variety of pathology support services, including pathology evaluation and peer review, necropsy, histology, immunohistochemistry, publication support and outreach, and support for NIEHS core laboratories. The contractor will be responsible for providing qualified personnel, procedures, materials, equipment, and facilities to perform these services. The contract will be non-personal service(s) and the personnel will not be subject to the supervision and control usually prevailing in relationships between the Government and its employees. The contractor will need to comply with regulations and specifications related to necropsy and histology, as well as quality management plans. Reports and deliverables will be required on a monthly, annual, and periodic basis.

The contractor will need to provide comprehensive pathology support in various capability areas. Required capability areas include pathology evaluation and peer review, necropsy, histology, immunohistochemistry, publication support and outreach, and support for the NIEHS Global Toxicologic Pathology Training Program. Elective options include support for NIEHS core laboratories such as clinical pathology, electron microscopy, mouse embryo phenotyping, molecular pathology, and laboratory animal medicine program. The contractor will need to have qualified personnel including toxicologic pathologists, immunohistochemistry pathologists, imaging sciences research associates, histologists/histotechnologists, immunohistochemistry technicians, electron microscopists, mouse embryology veterinary anatomic pathologists, biology research associates, laboratory animal veterinarians, medical or veterinary technologists, and laboratory animal medicine technical support specialists.

The government will have unlimited rights to all documents and materials produced under this contract. The contractor will need to comply with safety laws and regulations as well as non-disclosure requirements. The results of the research conducted under the contract are expected to be published in the open, peer-reviewed scientific literature and/or in NIEHS technical reports. The contractor will need to provide support for scientific manuscripts, online content, scientific presentations, scientific symposia, meetings, and workshops, and the Global Toxicologic Pathology Training Program. The contractor will also need to provide support for optical and digital imaging, artificial intelligence image analysis, and whole slide scanning. Elective options include support for the NIEHS Clinical Pathology Core Laboratory and the NIEHS Electron Microscopy Core Laboratory.
